- NOTE: This synopsis replaces the previously posted Sources Sought Synopsis for Business Operations and Technical Services. NASA-Ames Research Center (ARC)plans to issue a Request for Proposal (RFP) to provide a variety of professional and para-professional functions to various divisions at NASA-ARC, Moffett Field, California. The key technical requirements include support to the following functions: (1)scientific and technical information, including video, photo, publications, printing and library services; (2)human resource management and training; (3)acquisitions; (4) equal opportunity and affirmative action; (5) commercial technology; (6) public affairs and education outreach; (7) legal office; and (8) related administrative programs. No solicitation exists at this time; therefore, do not request a copy of the solicitation. When the solicitation is released, it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation. NASA-ARC is concurrently posting the Draft Acquisition Plan (DAP) along with the draft Statement of Work (SOW), and is encouraging potential offerors, potential partners, and other interested parties to submit comments and questions about the DAP/SOW, in writing, to the Contracting Officer. Responses to all relevant comments and questions will be posted. PRE-SOLICITATION CONFERENCE: A pre-solicitation conference is scheduled for Thursday, November 21, 2002 at 9:00AM. The conference will be held at the Moffett Training and Conference Center (MTCC), Building 3. Moffett Field, CA 94035-1000. Notes: (a) Attendance at the preproposal/presolicitation conference is recommended; however, attendance is neither required nor a prerequisite for proposal submission and will not be considered in the evaluation. (b) All interested parties must submit a list of attendees that shall be limited to no more than three (3) people per company by November 14, 2002. All attendees must be U.S. citizens and present a pictured I.D. upon entering ARC facilities. Please fax or e-mail a list of attendees to the Contracting Officer?s attention. The provisions and clauses in the RFP are those in effect through FAC 01-09. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is a total small business set-aside. See Note 1. The NAICS Code and Size Standard are 561210 and 6.0m, respectively. The DPAS rating for this procurement is DO-C9 . The anticipated release date of RFP2-32809-JSB is on or about January 2003, with an anticipated proposal due date of on or about February 2003. All qualified responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed. See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
