Description

The U.S. Army Corps of Engineers, Seattle District, is seeking Small Business sources to perform multi-craft servic es for preventive maintenance and repairs for temporary wooden buildings at Fort Lewis, Washington. Proposed procurement will result in award of a Firm Fixed Price (FFP) Contract consisting a base year and 4 optional years. Services include providing 24 hour/7 day call desk prioritizing service orders, provide preventive maintenance program for heating and cooling systems (furnaces, boilers, air-conditioning units), including maintenance, repair, commercial kitchen equipment repair, minor construction inc idental to services, dining facilities repairs and pest control. Building types include administrative offices, dining facilities, barracks, motor pools and other buildings normally found at Army installations. To perform successfully, the contractor mus t be experienced in this type of work, which includes: (a) preventive maintenance of heating systems (cyclic), (b) plumbing, (c) electrical, (d) commercial kitchen equipment repair and servicing, (e) pest control in dining facilities, (f) handling a Ser vice Call Desk and prioritizing service orders, and (g) utilizing computer systems for keeping records of services performed. Small Businesses interested in submitting a proposal in response to the Request for Proposals, should provide the requested info rmation listed below in this notice in order to demonstrate their ability to perform this work. 1) Organizational Chart: Provide an organizational chart showing all personnel (corporate and crew), lines of authority, local management and quality control, lead personnel, and crews that would perform work under a contract resulting from this solicitation. Provide number of people in each organizational layer, and names of individuals who would be performing on this contract. 2) Experience and Past Performa nce: a) List no more than three (3) contracts. All of these contracts should have been performed within the past 5 years. b) For each contract, state: (1) project title and location (city, state, and military installation, if applicable), (2) start and end dates, (3) dollar value, (4) any award or recognition received, (5) current primary POC for the customer (name, relationship to project, agency or firm affiliation, city and state, phone number), (6) names, roles, and firm affiliation of any indiv iduals who worked on the contract (from prime or any subcontractors) that would be performing as key personnel for the proposed contract. c) For each contract, briefly discuss: (1) number of buildings, (2) types of buildings, (temporary or permanent), (3) number of service orders per year, (4) running a service desk, accepting service calls from building occupants, and prioritizing service orders, (5) utilizing computer systems for keeping records of services performed, (6) working with special eve nts (e.g., ROTC and Special Olympics), (7) types of repair work performed (be sure to discuss plumbing and electrical), (8) types of preventive maintenance performed (be sure to discuss cyclic heating systems), and (9) repair and servicing of commercial kitchen equipment and (10) dining faci lity pest control. d) For each contract, briefly discuss your performance in terms of: (1) quality, (2) timeliness, (3) effectiveness of management, and (4) compliance with safety and labor standards. Provide any written documentation you have regardin g these areas of performance on the contract (e.g., written performance evaluations). 3) Submittals: Submit information in all of the above areas in sufficient detail to permit proper evaluation. Submittal of information must be in a format that follows the sequence of criteria set forth above. Absence of information will be deemed as if no support for the item or dat a on that area of expertise is available. Please provide three (3) copies of your submittal data, as specified above, to the following address no later than 15 November 2002, 3:00 PM local time: US Army, Corps of Engineers, CENWSCT-CB-MU - ATTN: Kevin T Mulvihill, P.O. A decision will be made no later than 6 December 2002 whether to have this procurement issued as a Small Business Set-Aside or unres tricted. This synopsis will be modified to incorporate the final decision. Firms will be notified via letter of results of this attempt to identify qualified Small Business offerors. The solicitation will be available for download on or about 24 January 2003 with a proposal due date on or about 28 February 2003.
