Description
The Human Systems Wing HSW/YASK intends to utilize the Integrated Process Team (IPT) Price negotiation technique to solicit and award a sole source, Firm Fixed-Price and Cost Plus Fixed Fee contract for follow-on Contractor Logistics Support (CLS) services for the Civil Reserve Air Fleet (CRAF) Aeromedical Evacuation Shipsets (AESS) to L-3 Communications, 10001 Jack Finney Blvd, Greenville, TX 75402. This CLS effort is for a basic year and four one year options. The justification for other than full and open competition is 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. Since the IPT Price negotiation process is being utilized a formal Request for Proposal is not being issued. Any concerns regarding this acquisition may be directed to the contracting officer. An Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
