Description
Notification of Contract Action (NOCA). This FedBizOpps announcement constitutes a Notice of Contract Action (NOCA) to extend the period of performance for Reconnaissance, Intelligence, Ground Systems (RIGS) Products and Services, (RPS) contracts to Lockheed and Raytheon under Contract Nos. F19628-97-D-0008 and F19628-97-D-0009 increasing the ordering period and period of performance by one year. The ordering period for these contracts will be extended from 4 December '02 to 3 December '03. The related period of performance will be extended to a maximum period ending 3 December 03 to a period ending 3 December '04. There will be no change in the competitively awarded ceiling price. This extension is a contract action needed to provide a transition period for acquisition of DCGS efforts under the RPS contracts to other contractual vehicles. The Navy Tactical Input Segment (TIS) will continue to be supported under RPS. Airborne Signals Intelligence Payload (ASIP) ground stations will be acquired under RPS. Other individual larger RPS/DCGS efforts are intended to be issued as full and open competitive actions similar to the DCGS Block 10.2 upgrade effort currently in its pre-award phase of acquisition. The Government intends to contract with Raytheon and Lockheed as the only holders of RPS contracts under authority of FAR 6.302-1 (a)(2)(iii)(B), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". In this case the USAF may deem products and/or services to be available only from the original sources in the case of follow-on contracts for the continued provision of highly specialized products or services when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency's requirements (see 10 U.S.C. 2304(d)(1)(B)). This notice does not constitute a Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government.
