- Description TOUR SERVICES FOR 40--WASHINGTON, DC--2-4 DECEMBER 2002. This requirement is a 100% set-aside for small business. This is a combined synopsis/solicitation for commercial services and items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6 as supplemented with additional information included in this notice, and FAR 52.222-41, Service Contract Act of 1965, as amended (May 1989). The Department of Labor's Wage Determination applies to applicable service labor categories. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. This solicitation F03602-03-WASHINGTONDC is issued as a request for quotation (RFQ). The solicitation is being conducted under Simplified Acquisition Procedures (SAP) FAR Parts 12 and 13. This solicitation document, incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2001-09. It is the contractor's responsibility to be familiar with applicable clauses and provisions. All line items will be awarded on a single purchase order. Interested offerors are requested to submit a quotation on this requirement to: 314th Contracting Squadron, 642 Thomas Avenue, Little Rock AFB AR 72099-4971 or FAX to: (501) 987-8119. Contractor must be registered in the Central Contractor Registration (CCR) (Website: http://www.ccr.gov/) or by calling and registering prior to receiving award: (888) 352-9333. Contractor/Vendor will submit a completed copy of the FAR Part 52.212-3, Offeror Representations and Certifications, Commercial Items (April 2002). Quote must be received no later than close of business, 4:00 PM CST, and may be received by FAX or e-mail to Points of Contact as listed on this notice not later than this notice's response date. Contract Terms and Conditions for Commercial Items, FAR Part 52.212-4 applies to this acquisition, Contract Terms and conditions Required to Implement Status or Executive Orders for Commercial Items, FAR Part 52.212.5 applies to this acquisition. FAR Part 52.232-22, Mandatory Information for Electronic Funds Transfer Payment (Aug 1996) is incorporated by reference. Business size standard: $6 Million annual receipts or less is considered a small business by the Small Business Administration; the Standard Industrial Code (SIC) is 4725 and the North American Industry Classification System (NAICS) is: 561250. FAR Part 52.212-1, Instructions to Offerors for Commercial Items, and FAR Part 52.212-2, Evaluation for Commercial Items, apply to this solicitation and will be used to evaluate items as consistent with below stated description of requirements. The Government will award a purchase order resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government. The Government reserves the right to evaluate technical compliance/delivery capability and make a best value decision. This could result in award to other than the lowest price offer. DESCRIPTION OF REQUIREMENTS: PROVIDE PACKAGE TOUR SERVICE FOR 40 MILITARY AND CIVILIAN PERSONNEL TO INCLUDE: (1) ALL CHARTERED MOTORCOACH PICK-UP AND DROP-OFF AT SCHEDULED DESTINATIONS AS LISTED ON ITINERARY (ANDREWS AFB, HOTEL, TOUR SITE DESTINATIONS), (2) HOTEL ACCOMODATIONS AT A MINIMUM THREE STAR FULL SERVICE HOTEL IN THE ROSLYN, CRYSTAL CITY, OR PENTAGON CITY AREAS OF ARLINGTON, VA. THE HOTEL MUST BE WITHIN WALKING DISTANCE OF A METRO STOP. HOTEL MUST PROVIDE BREAKFAST AT NO COST (3) MEALS; CONTRACTOR WILL PROVIDE GROUP DINNER ON MONDAY, DECEMBER 2ND AND TUESDAY, DECEMBER 3RD AS PART OF TOUR PACKAGE, (4) GUIDES AND GROUP SPEAKERS.
