Description
The United States Coast Guard, Maintenance & Logistics Command, Atlantic intends to issue a commercial Request for Quotes (RFQ) for drydock and repair of the USCGC KICKAPOO (WLR-75406), a 75 foot River Buoy Tender and her 130 foot barge. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a best value Request for Quotes (RFQ), on or about 20 November 02 with quotes due on or about 4 December 02. The RFQ will be issued via the Federal Business Opportunities (FEDBIZOPPS) web page at www.eps.gov. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings will be sent via U.S. mail if requested. Send all requests via email to lromano@mlca.uscg.mil. It is incumbent upon contractors to monitor the FEDBIZOPPS web page for RFQ release and all subsequent amendments. FEDBIZOPPS also contains an optional automatic notification service. The standard industrial classification code is 3731 and the NAICS is 336611. All Businesses, large and small, are encouraged to submit quotes for the subject requirements. The home pier of the vessel is VICKSBURG, MISSISSIPPI. All work will be performed at the contractor's facility. The performance period will be 60 days with a start date on or about 3 MAR 03. The scope of the acquisition is for the drydocking, overhauling, cleaning and repairing of various items aboard the USCGC KICKAPOO (WLR-75406). Provide all labor, material and equipment necessary to perform drydock repairs including but not limited to the following Base Items: Clean and Inspect Fuel Tank; Remove and Dispose of Fuel (up to 5000 gallons); Remove, Inspect and Reinstall Rudder Assemblies for Steering and Flanking Systems; Renew Tender Towing Knees; Clean and Test Grid Coolers; Overhaul and Renew Valves, Inspect and Test Air Receivers and Relief Valves, Spud and Spud Well Preservation, Preserve Barge Buoy Deck, Preservation of Barge Underwater Body, Preservation of Tender Underwater Body, Preservation of Tender Freeboard, Preservation of Barge Freeboard, Inspect Various Deck Fittings; Preserve Ballast Tanks and Voids, Preserve Barge Buoy Deck; Provide Temporary Messing and Berthing; Provide Temporary Logistics; Routine Drydocking of Tender, Routine Drydocking of Barge, Install Barge and Tender Firemain Interface, Change-out Main Propulsion System, Renew SSDG Exhaust Insulation, Modify Barge Side Shell Plating, Install New Tender/Barge Interface System, Preserve Bulkhead and Overhead Surfaces in Sewage Hold, Preserve Bilge Surfaces in Sewage Hold and Shaft Alley and GFP Report in accordance with solicitation. Option items include but are not limited to the following: Welding Repairs; Rebuild Rudder Stock; Renew Rudder Lower Bearing Trunk; Renewal of Spud Well Liners; Provide Additional Temporary Messing and Berthing, Provide Additional Temporary Logistics, Composite Labor and Lay Days. The place of performance for the tender and barge is restricted to the Western Rivers of the United States. The Western Rivers means the navigable portions of the Mississippi River and its tributaries above mile 0 of the Lower Mississippi River. Navigable tributaries of the Mississippi River include only the waterways within the areas of jurisdiction of Coast Guard Aids to Navigation Facilities as described in Light List Volume V (COMDTINST M16502.5) and the Tennessee Tombigbee Waterways to the mouth of the Mobile River. This includes protected portions of the Intra Coastal Waterway connected to the Western Rivers, but specifically excludes unprotected or open waters such as Mobile Bay, Lake Borne, or the Gulf of Mexico. ATTENTION: Minority, Women-owned, and Disadvantaged Business Enterprises (DBE). The Department of Transportation (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
