Description

The National Institutes of Health intends to procure on a sole source basis to Elsevier Science, Inc., 655 Avenue of the Americas, New York, New York, 10010, access to Academic Press and Harcourt Press electronic journals through the Elsevier "ScienceDirect" on-line service of electronically searchable and retrievable content (scientific and other scholarly journals) via the World Wide Web. This requirement will be obtained through a modification of NIH contract number N02-OR-O-3957 with Elsevier Science Inc. for access to the "ScienceDirect" on-line service via the World Wide Web. It is believed that Elsevier Science Inc. is the sole source for this requirement under the authority of FAR 6.302-1 because of the proprietary nature of the Elsevier Science "ScienceDirect" database. Elsevier Science Inc. is the sole owner of "ScienceDirect", the only known source of the Elsevier titles on the World Wide Web; Elsevier Science Inc. developed the "Science Direct" online service and has exclusive proprietary rights to it. The NIH currently has access to Elsevier Science Inc.'s "ScienceDirect" database through contract number N02-OR-O-3957. The period of performance will be for the duration of contract number N02-OR-0-3957. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within seven (7) days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
