- USDA invitied the District of Columbia State Licensing Agency (SLA) for the Blind to submit a proposal for operation of the cafeteria service at USDA in accordance with the regulations implementing the Randolph-Sheppard Act (34 CFR 395.33 (d)). The SLA declined the offer. Therefore USDA is offering the service to the commercial market. The Contractor shall establish and operate in his name the cafeteria facilities located in the USDA Complex, one dining room with buffet and one cafeteria in the Jamie L. Whitten Federal Bldg. and one cafeteria in the South Agriculutre Bldg. for the purposes of dispensing food, non-alcoholic beverages and other items as may be authorized by the Contracting Officer. Combined Annual Statistics for 2001 are as follows: These figures are based on a building population of approximately 6,640 employees with approximately 1,500,000 sq. ft. of occupied office space. The government shall not be held responsible for any variation from this employee population figure since the extent of occupancy is not guaranteed. Annual Combined Sales - $2,513,000.00; Annual Patronage - 888,000; Average Daily Patronage - 3,500; Check Average - $2,86; Lunch Patronage - 525,000; Daily Lunch Patronage - 2,000; and Operating Days - 250. Information about the facilities area and location in the building: Jamie L. Whitten Bldg., Basement, Center Section 4,162 sq. ft.; Jamie L. Whitten Bldg., 3rd Floor, Dining Room 3,175 sq. ft.; South Agriculture Bldg., 1st Floor, 3rd Wing 29,824 sq. ft.; Combined Sq. Ft. 37,161; Total Seating Capacity 1,265. NAICS CODE 722310 SIZE STANDARD $15.0 Million. A pre-proposal conference will be held. The date, time and location will be identified in the solicitation.
