Description
This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; price proposals are being requested and a written solicitation will not be issued. The solicitation number is NAMA-03-Q-0001 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-09 effective September 30, 2002. The Government reserves the right to make an award on the initial quote without discussions on this procurement. Award will be based on a best value determination, price and other factors considered. Other factors for award include past performance and a responsible offeror??s ability to meet the salient functional and technical requirements as listed below for the 4th of July event. Offerors must provide a detailed price proposal, in accordance with the requirements as listed below, along with descriptive literature or brochures on its proposed facility indicating compliance with the building requirements as listed below. BACKGROUND: Each year the National Archives and Records Administration (NARA) participates in the July 4th celebration by hosting a special ceremony with various activities at the National Archives Building on Constitution Avenue (Archives I). On July 4, 2003, the National Archives will celebrate the 227th anniversary of the adoption of the Declaration of Independence. Traditionally, the ceremony and activities take place on the building??s Constitution Avenue steps and portico. The day??s events generally take place in the morning and typically include music, speeches, historical re-enactors, the reading of the Declaration of Independence, and various demonstrations, activities, and displays. However, due to the current extensive renovations underway at the National Archives Building, NARA is unable to hold its annual celebration and ceremony on Constitution Avenue. NARA intends to go forward with the July 4, 2003 celebration at a host location on or near the National Mall in Washington, DC. The 4th of July celebration will include the following: ?? The traditional National Archives 4th of July ceremony, including speeches and readings from the Declaration of Independence by historical re-enactors and media personalities; ?? Video output of the ceremony, scenes from the National Archives Building renovation, and clips from the motion picture holdings of the National Archives on a large format video wall; ?? Live musical performances; ?? A visit from re-enactors of the Founding Fathers; ?? A display of the copper ??Stone Plate?? used to print the first copies of the Declaration of Independence along with a 1976 edition print from that plate; ?? A display of the manufacturing model of the new Charters Encasements. These encasements will house the Declaration of Independence, the Bill of Rights, and the Constitution for public viewing in the renovated National Archives Building; ?? A display of design concepts and drawings for future exhibitions at the renovated National Archives Building; ?? Demonstrations of conservation techniques by NARA conservation staff; ?? Opportunities to sign hard copies and virtual copies of the Declaration of Independence; ?? Web page demonstrations; ?? A membership drive for the National Archives Foundation; and ?? Private lunch for selected guests. REQUIREMENTS: BUILDING REQUIREMENTS: To accommodate this event, a host venue must meet the following building requirements for the event: ?? reasonable walking distance of the Federal enclave and accessible by public transportation; ?? free and open to the general public between 10:00 AM and 5:00 PM on July 4; ?? Americans with Disabilities Act (ADA) accessible; ?? capable of holding 1,000 people at one time; ?? have at least 2,000 square feet available for exhibits and activities; ?? have at least 1,500 additional square feet available for stage and audience; ?? have at least 20?? ceilings; ?? have loading dock or street level access for delivery of exhibit components; ?? have a sit-down service restaurant facility capable of serving 100 people within reasonable visible proximity to the stage area that NARA can reserve for VIP attendees (surrounded by stanchions); ?? provide a private green room for speakers and performers; ?? proximity to available parking; and ?? all advertising must be approved by NARA. STAGE AND AUDIOVISUAL REQUIREMENTS: To accommodate this event, a host venue must provide the following stage and audiovisual requirements: ?? a 24?? wide x 16?? deep x 3?? high stage with carpeting; ?? a two-tiered 12?? wide x 8?? deep press platform; ?? three clear Plexiglas lecterns; ?? a small round table for the stage; ?? mimimum 14?? square LED video wall installed behind the stage with the capability to project signals from several different sources: broadcast video cameras, a SONY Betacam-SP videotape play and record deck, computers; ?? broadcast video cameras, operators, and all associated equipment required to record all events on the main stage, and various associated activities on Broadcast-quality video format. In addition to being recorded, the cameras must have the capability of sending video signal to the LED video wall and monitors; ?? all equipment (amplifiers, processors, microphones, loudspeakers, monitor speakers) and operators necessary to adequately reinforce speech, live musical performances and recorded audio so that it can be clearly heard around the stage area as well as the VIP seating area of the restaurant; ?? one press multi-box with at least twenty mic-level outputs to provide audio feeds to outside press crews; ?? intercom communication among sound crew members; ?? all equipment necessary to adequately provide basic area lighting, as well as an overall light wash on the stage area; and ?? Bunting, skirting, and other decorations as required by NARA staff. PERSONNEL REQUIREMENTS: To accommodate this event, a host venue must provide the following personnel requirements for the event: ?? a dedicated 24-hour security guard presence while exhibits with original artifacts and documents are installed on site (working with NARA security staff); ?? janitorial and cleaning service; ?? all AV technicians as described above; ?? technicians for installing and de-installation of temporary exhibit walls and banners; and ?? overall coordinator/contact for event. EXHIBIT AND ACTIVITY REQUIREMENTS: To accommodate this event, a host venue must provide the following exhibit and activity station requirements for the event: ?? ability to create a temporary exhibit wall system as needed, at least twelve 90?? wide x 80?? high for mounting NARA-supplied graphics; ?? a minimum of twelve 30?? x 96?? folding tables with table skirts; ?? 125 folding chairs (minimum); and ?? rope stanchions and area carpeting as needed. The following clauses and provisions are incorporated and are to remain in full force in any resultant fixed price purchase order: FAR Clause 52.212-1, Instructions to Offerors?XCommercial Items (Oct 2000); each offeror shall include a completed copy of the provisions at FAR clause 52.212-3, Offeror Representations and Certifications?XCommercial Items (July 2002), with the quotation. Paragraph (b) of this clause incorporates by reference the following FAR clauses: 52.222-3 Convict Labor, 52.222-21 Prohibition of Segregated Facilities, 52.222-26 Equal Opportunity, 52.222-36 Affirmative Action for Workers with Disabilities, 52.225-1 Buy American Act?XSupplies, 52.232-34 Payment by Electronic Funds Transfer?XOther Than Central Contractor Registration, and 52.233-3 Protest After Award. One copy of each proposal (detailed price breakdown and literature/brochures) must be mailed to The National Archives and Records Administration (NARA), Attention: Mr. Stuart Hitchings, 8601 Adelphi Road, Room 3360, College Park, Maryland 20740-6001, by 3:30 pm November 21, 2002. Additionally, the detailed price proposal may also be emailed to Stuart.Hitchings@nara.gov. The Government reserves the right to visit the offeror??s site prior to making an award determination.
