Description
NA This is a synopsis for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This procurement is being conducted under Simplified Acquisitions Procedures (SAP), Far Part 13.5, Commercial Item Procedures in FAR Part 12, and Contracting by Negotiation in FAR Part 15. The Volpe National Transportation Systems Center (Volpe Center), an agency of the United States Department of Transportation (DOT), supports the modal administrations of the DOT through the conduct of engineering studies and research and development activities necessary to evaluate and improve transportation safety and performance. The Volpe Center, Cambridge, MA, intends to issue on an unrestricted basi s, a competitive solicitation to obtain a system upgrade for one (1) hybrid electric MV-4 Tow Tractor. The applicable NAICS code for this requirement is 333111. The purpose for this upgrade is to assist in the support and implementation of Air Force-wide and regional clean transportation and alternative fuel vehicle infrastructure and systems. The objectives of this upgrade include the integration of microturbine technology into the hybrid electric tow tractor, field testing and evaluation of the benefit of microturbine technology in a hybrid electric vehicle, integration of grid-charging technology, DC-DC converter, and a data acquisition system into an electric tow tractor, and validation of the technology effect on the original system and performance documented in preliminary and final reports. The contractor shall provide the labor and materials necessary to meet the following general requirements: Recondition one (1) hybrid electric Tow Tractor to be accepted by the Government no later than 180 days after contract award, replace diesel genset with integration of a microturbine system, replace auxiliary 12Vdc motor/alternator system with the integration of high voltage to low voltage DC-DC converter, and install a data collection system that provides a record that includes bus voltage, vehicle speed, vehicle power, engine on, charge time, run time, energy provided, energy delivered, and failure mode. This requirement also includes the option (CLIN 0002) for painting and stenciling of ferrous metal surfaces, consisting of the removal of loose paint or other materials fr om the metal surface, primer pretreatment coating, primer coating, and two coats of finish paint. A second option, (CLIN 0003), requires size reduction of the battery and electrical controls compartments that are mounted on the rear of the vehicle. The Government will furnish all parts and equipment that are part of a standard (non-hybrid) MB-4 Tow Tractor for work on the tractor, in the event that a part fails or a warranty is necessary. In addition, a second identical non-functioning hybrid electric MB-4 Tow Tractor will be available for propulsion and control system parts used by the contractor. The Government will transport the vehicle to Selfridge ANG, Michigan upon completion. Upon delivery of the refurbished tow tractor, the contractor shall provide copies of manuals, diagrams, certifications, tests, repairs and inspections. Detailed specifications will be set forth in the solicitation. The solicitation and any documents related to this procurement will be available on the Internet on or about November 4, 2002. These documents will be available in text format and reside on a WWW server that may be accessed using Web browsers. Offerors desiring to receive electronic notification of the solicitation?s posting and availability for downloading may register at the Volpe Center site. Contractors are warned that when they register to receive solicitations, amendments, and other notices, the responsibility for providing the Government with an accurate and complete e-mail address lies within the contractor. The Government will make no additional efforts to deliver information when the system indicates that transmissions cannot be delivered to the e-mail address provided. Hard copies of the solicitation and or amendments will not be issued. This notice is for informational purposes for Minority, Women-owned, and Disadvantaged Business Enterprises: The Department of Transportation (DOT) Office of Small Disadvantaged Business Utilization (OSDBU), has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital assistance for transportation ? related contracts. Loans are available under the DOT Short-Term Lending Program (STLP) at prime interest rates to provide account s receivable financing. The maximum line of credit is $500,000.
