Description
The Corporation for National & Community Service (CNCS), a wholly-owned Government Corporation, intends to award a contract to qualified vendor(s) who can provide meeting space, lodging accommodations, audio visual needs, and meals for five (5) AmeriCorps*VISTA Pre-Service Orientations, five (5) Supervisor Training Events, and four (4) Early Service Training Events. Vendor (s) can apply for any week in the months indicated as long as the chosen week does not include a federal holiday. The training events will be held in the months of January, April, July, August and November 2003. The Pre-Service Orientation (PSO) and the Supervisory Training (ST) events will be held during all five (5) months. The Early Service Training (EST) will be held only in the months of January, April, July and November. All AmeriCorps*VISTA training events must occur within the same week. These events will require separate training rooms and will share registration and meals only. The lodging, meals, meeting room and A/V equipment needs are listed below. AmeriCorps*VISTA Pre-Service Orientation: Day 1 ? Sunday: Primary event registration. Two sets of two (2) six-foot tables with 2 chairs at each table. Registration to begin at or about 4:00 PM and conclude at or about 6:30 PM. Meals for Day 1 will include lunch for early arrivals as authorized in a list that will be provided facility 72 hours prior to the event start (estimate no more than 50). Dinner for up 265 staff, trainers and participants. Lodging for staff and trainers will be via single rooms. Lodging for training participants will be double rooms unless specifically authorized in advance by the furnished rooming list. Day 2- Monday A registration area with (2) six foot tables and 6 chairs for the morning. A general session room set up in rounds for 200-280 people for afternoon sessions. Two six-foot tables are needed at the back of the general meeting room for resource materials. Audio-visual needs include a large projection screen, a two-shelf audio-visual cart, a podium, two microphones, overhead projector, and two easels. Up to (7) break-out rooms are needed in the afternoon set-up with round tables and chairs for 35-50 people. An easel is needed in each of the break-out rooms. Participants will be eating lunch and dinner. Day 3- Tuesday General session room set up in round tables for about 200-260 people. Two six-foot tables are needed at the back of the general meeting room for resource materials. Audio-visual needs will be the same as Day 1. Up to (7) break out rooms set-up with round tables and chairs for 35-50 people. An easel will be required for each break out room. Participants will need Breakfast, Lunch, and Dinner. Day 4 ?Wednesday A general session meeting room set up in a theatre style for up to 200-280 people with two six-foot tables in the back of the room. Audio-visual needs are the same as Day 1.Up to (7) break out rooms set-up in round tables and chairs for 35-50 people. Easels are needed in each breakout room. Participants will need Breakfast and Lunch. Training will conclude at about 1:00 PM. (2) AmeriCorps*VISTA Supervisor Training: Day 1-Monday A registration area with (2) six foot tables and (5) chairs for the morning. A general session room set up in rounds for 60 people for afternoon sessions. Audio-visual needs include a large projection screen, a two-shelf audio-visual cart, a podium, a microphone, overhead projector, and two easels. Participants will eat Lunch and Dinner with Pre-Service Orientation participants. Day 2?Tuesday A general session room set up in round tables for about 60 people. Two six-foot tables are needed at the back of the general meeting room for resource materials. Audio-visual needs will be the same as Day 1.Up to (3) break-out rooms set-up with round tables and chairs for 30 people. An easel will be required for each break-out room. Participants will eat Breakfast, Lunch and Dinner with Pre-Service Orientation participants. Day 3 ?Wednesday A general session meeting room set up in rounds for about 60 people with two six-foot tables in the back of the room. Audio-visual needs are the same as Day 1. Up to (3) break out rooms set-up in round tables and chairs for 30 people. Easels are needed in each breakout room. Participants will eat Breakfast and Lunch with Pre-Service Orientation participants. Training concludes at approximately 2:00 PM. Total number of meals for Pre-Service Orientation and Supervisor training; Monday- Lunch, 265; Dinner, 265. Tuesday-Breakfast, 265; Lunch, 265; Dinner, 265. Wednesday- Breakfast, 265; Lunch 265; Lodging needs for Pre-Service Orientation and Supervisor training. Sunday (early arrival): 60 double occupancy rooms. Monday: 150 double occupancy rooms. Tuesday: 150 double occupancy rooms. Wednesday (late departure): 15 double occupancy rooms. Lodging will increase by 25 rooms and Meal numbers will increase by 50 during the July and August events. The meeting room and A/V equipment needs are listed below: (1) AmeriCorps*VISTA Early-Service Training: Day 1-Thursday A registration area with (2) six foot tables and 11 chairs for the morning. A general session room set up in rounds for 200 people (November event will require room/setup for 400 participants) for afternoon sessions. Two six-foot tables are needed at the back of the general meeting room for resource materials. Audio-visual needs include a large projection screen, a two-shelf audio-visual cart, a podium, two microphones, overhead projector, and two easels. Up to (6) break-out rooms (November event will require 12 breakout rooms) are needed in the afternoon set-up with round tables and chairs for 35-50 people. An easel is needed in each of the break-out rooms. Participants will be eating lunch and dinner. Day 2-Friday ? General session room set up in round tables for 200 people (November event will require room/setup for 400 participants). Two six-foot tables are needed at the back of the general meeting room for resource materials. Audio-visual needs will be the same as Day 1. Up to (6) break out rooms (November event will require 12 rooms) set-up with round tables and chairs for 35-50 people. An easel will be required for each break out rooms. Participants will need Breakfast, Lunch, and Dinner. Day 3 Saturday? A general session meeting room set up in a theatre style for 200 people (November event will require room/setup for 400 participants) with two six-foot tables in the back of the room. Audio-visual needs are the same as Day 1.Up to six (6) break out rooms (November event will require 12 rooms) set-up in round tables and chairs for 35-50 people. Easels are needed in each breakout room. Participants will need Breakfast and Lunch. Training will end at approximately 2 pm. Total number of meals for Early Service Training: Thursday- Lunch, 215. Friday-Breakfast, 215; Lunch, 215; Dinner, 215. Saturday- Breakfast, 215; Lunch 215; Lodging needs for Early Service Training. Wednesday (early arrivals): 20 double occupancy rooms. Thursday: 125 double occupancy rooms. Friday: 125 double occupancy rooms. Saturday (late departures): 20 double occupancy rooms. Number of meals for Early Service training will increase by 200 and lodging numbers will increase by 100 for November 2002 event. All lodging rooms are non-smoking. Meals can be plated or buffet style but must include vegetarian and meat options. Please indicate if you can offer special meals for participants with allergies, special diets, etc. A staff office for 20 people is required. A luggage room is also helpful. Facility must be within 50 miles of nearest airport facility. Please indicate if facility provides airport shuttle service. Meal room must be separate from the training space. In your bid also provide the cost for a single room. Federal Regulations require that any hotel/conference space contracted shall comply with the American Disabilities Act (ADA) requirements and the FEMA, Fire Prevention and Control Guidelines. All proposed prices must be inclusive. For example, audio-visual rentals and the cost of food must include gratuity if applicable. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is xxxxxxxxxxxxxx and is issued as a request for a quotation (RFQ). This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The North American Industry Classification System (NAICS) number for this requirement is 721110, Hotels (except casino hotels) Motels and the small business size standard is $5M. The provisions at 52.212.1, Instructions to Offerors?Commerical, applies to this acquisition. Offeror must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications?Commercial Items with its offer. This is a best value procurement and evaluation of offers will be based on quality, past performance and price. References must be included with your offer. The clause 52.212-4, Contract Terms and Conditions?Commercial Items applies to this acquisition. The clause 52.212-5, Contract Terms and Conditions Required To Implement Statues or Executive Orders?Commercial Items applies to this acquisition. The following clauses listed in 52.212-5 (b) and (c) are included by reference: 52.222-21; 52.222-22; 52.222-23; 52.222-41; 52.225-3; and 52.232-34. Quotations must be submitted in writing, signed by a person authorized to negotiate on behalf of the proposer with the Government and sent to the address in this announcement.
