Description
UNICOR Federal Prison Industries intends to enter into a Firm Fixed Price Indefinite Delivery/Indefinite Quanity type contract with an economic price adjustment for batting. Specifications are as follows: Mattress felt, boric acid treated, 50% cotton Grade A linters, construction of felt shall be in accordance with V-M-96K; UNICOR Part # BAT0010 used for the construction of a 46" x 90" mattress pad; BAT0011 used for the construction of a size 30" x 30" mattress pad; BAT0018 used for the construction of a 63" x 85" mattress pad. The period of performance shall be for 3 years with two (2) one (1) year options if exercised. Delivery is FOB Destination: USP Atlanta, GA and FCI Dublin, CA. Delivery acceptance is 30 Days after receipt of each delivery order. The delivery order minimum is BAT0010 - 1 bale with 12 bats, BAT0011 - 1 bale with 120 bats, and BAT0018 - 1 bale with 10 bats. The Delivery order maximum is 20,000 pieces for a combination of all three (3) items. This requirement is domestic only and shall be grouped in lots which shall be offered as all or none. The Lots are as follows: Lot 1: Line Items 0001 - 0003 - Base Year, and Line Items 0007 - 0009 - Option Years 1 & 2 (which shall be priced separately) for Delivery to USP Atlanta, GA Lot 2: Line Items 0004 - 0006 - Base Year, and Line Items 0010 - 0012 - Option Year 1 & 2 (which shall be priced separately) for Delivery to FCI Dublin, CA Lot 3: All line items (0001 - 0012) Each option year represents one (1) year, and the quantities are the same for each. This requirement may result in a multiple award. The award will be based on the best value to the Government. The evaluation factors are as follows: Past Performance, the ability to conform to the specifications, and price. Additional information will be provided in the solicitation. All interested parties shall retrieve a copy of the solicitation from the Federal Business Opportunities website at: www.eps.gov No telephone requests for copies of this solicitation will be honored. All responsible sources may submit an offer which shall be considered. After receipt of initial proposals, the Contracting Officer has opted to conduct a competitive, anonymous, on-line reverse auction (?auction?). Further details will be provided in an attachment to the solicitation. UNICOR has contracted with FreeMarkets, Inc. (?FreeMarkets?) to conduct the auction for this solicitation. FreeMarkets refers to such an auction as a Competitive Bidding Event (?CBE?). For the sake of consistency and to avoid confusion, the solicitation will similarly refer to such an auction as a CBE. However, use of this phrase shall not be construed to imply that the solicitation is being conducted under the procedures set forth at FAR Part 14. Rather, the solicitation is being conducted under the procedures set forth at FAR Part 15. During the CBE, Offerors will provide pricing through the submission of electronic offers via software that will be provided by FreeMarkets. The primary pricing competition for the solicitation will be through the online reverse auction. FreeMarkets will explain this process in detail and train each qualified Offeror prior to the CBE. Offerors will have the ability to submit revised pricing during the CBE in response to prices submitted by other Offerors. The identity of Offerors will not be revealed to each other during the CBE. The final such revision during the CBE will be considered the Offeror?s final price proposal. The Contracting Officer reserves the right to conduct verbal or written discussions with respect to factors other than price with the Offerors at anytime prior to award.
