Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Requisition Number is AJF30000-3-00019 and this solicitation is being issued as a Request for Proposal (RFP). The provisions and clauses in effect are hereby incorporated through Federal Acquisition Circular 2001-09. This solicitation is set-aside for small businesses and for Javits-Wagner-O'Day (JWOD) participating nonprofit agencies. The NAICS code for this procurement is 561720. The purpose of this solicitation is to purchase custodial/janitorial services for the period of 1 Base Year with 4 1-year Options. The place of performance is the National Weather Service at 43741 Weather Service Road, Sterling, VA 20166-9603. The Statement of Objectives (SOO) is attached to this solicitation. Along with responding to the attached SOO, the offeror must respond to the following statements: Performance Standard (What should the standards for completeness, reliability, accuracy, quantity, timeliness, quality and/or cost be?); Monitoring Method/Frequency (How will we determine that success has been achieved?); Incentives/Disincentives for Exceeding or Not Meeting the Performance Standards (What carrot or stick will best reward good performance or punish poor performance?). The Wage Determination number 94-2103 is hereby attached to this solicitation. The Government Estimate for this acquisition is $60,000.00 for the Base Year. Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. Evaluation Factors are based on Technical, Past Performance, and Price. All factors are determined to be equal in weight. Request the offerors send the attached Past Performance form to at least two references and submit it with their proposal. If all factors are equal and the competition is between a small business and a JWOD nonprofit agency, then award will be made in accordance with 8.704, Purchase Priorities. FAR clause 52.217-8, Option To Extend Services applies to this acquisition. The blank within this clause should read 30 days. FAR clause 52.217-9, Option to Extend the Term of the Contract applies to this acquisition. The first blank should read 30 days, second blank should read 60 days, and third blank should read September 2007. Note 26 applies to this acquisition.
