- ITEM: GLOVES, FLYER'S SUMMER, TYPE GS/FRP-2 NSN (S): 8415-01-229-0109(S); 8415-01-482-8688(S); 8415-01-482-8678(S) THE GLOVES, FLYER'S SUMMERS, TYPE GS/FRP-2 SHALL BE MANUFACTURED IN ACCORDANCE WITH MIL-DTL-81188C DATED JANUARY 18, 2001 AND PATTERN DATED 15 NOVEMBER 1991. THE GLOVES SHALL BE MANUFACTURED IN THE FOLLOWING THREE COLORS: GREEN, DESERT TAN, AND BLACK. SIZES RANGE FROM 5 TO 12. NINE DELIVERY INCREMENTS TO BEGIN 180 DAYS AFTER AWARD TO TRACY, CA AND NEW CUMBERLAND, PA. FOB DESTINATION (THIS INFORMATION IS APPLICABLE TO THE FIRST DELIVERY ORDER). THIS PROCUREMENT WILL BE ISSUED AS A SMALL BUSINESS (SB) SET-ASIDE, INDEFINITE DELIVERY TYPE CONTRACT, 60/40 SPLIT AWARD FORTHE BASE YEAR AND THREE (3) OPTIONS TERMS. THE 60/40 SPLIT SHALL CONTAIN THE FOLLOWING QUANTITIES: MINIMUM 60 %- 108,000 IN GREEN SHADE; 18,000 IN DESERT TAN SHADE; 4,200 IN BLACK SHADE. 40% - 72,000 IN GREEN SHADE; 12,000 IN DESERT TAN SHADE; 2,800 IN BLACK SHADE. MAXIMUM 60%- 169,320 IN GREEN SHADE; 43,200 IN DESERT TAN SHADE; 7,800 IN BLACK SHADE. 40%- 112,800 IN GREEN SHADE; 28,800 IN DESERT TAN SHADE; 5,200 IN BLACK SHADE. BEST VALUE SOURCE SELECTION PROCEDURES ARE APPLICABLE TO THIS ACQUISITION. THE FOLLOWING EVALUATION FACTORS WILL BE INCLUDED IN DESCENDING ORDER OF IMPORTANCE: 1) PRODUCT DEMONSTRATION MODELS (PDMs) 2) PAST PERFORMANCE 3) DLA MENTORING BUSINESS AGREEMENT ALL CONTRACTORS MUST BE REGISTERED IN THE CCR IN ORDER TO BE ELIGIBLE FOR AWARD. Important Note on Foreign Content The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment" impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and "specialty metals" (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies. Procurement history indicates Hercules Glove Manufacturing was awarded an option on 18 January 2002 for the Green Summer's Flyer's Glove. We are currently paying Hercules a unit price of $16.25.
