- Description
- The Government intends to issue a solicitation for Trousers, Extended Cold Weather Clothing System (ECWCS), Woodland Camouflage, 1st Generation. The solicitation will be issued as a total small business set-aside, for a minimum of 96,000 pair; and a maximum of 288,000 pair of Trousers, to be ordered over an 18 month ordering term, and delivered at the rate of 16,000 pair per month beginning no later than 180 days after date of award. The Government intends to make two awards to fulfill this requirement, however we reserve the right to make one award if it is in the best interest of the Government. If two awards are made, the contractor with the best overall evaluation will receive 60% of the Government requirements and the contractor receiving the next best evaluation will receive 40% of the Government requirements. The resultant contract(s) will also contain one eighteen month option term with the same minimum and maximum quantities as the base term. Best value source selection procedures will be utilized to select the successful offeror(s). The evaluation factors will include Product Demonstration Models (PDM?s), Past Performance, Industrial Mobilization, Socioeconomic Program Support, DLA Mentoring Business Agreements, JWOD, and price. All responsible small businesses may submit a proposal for consideration to DSCP. Gateway posting of the RFP will be in December 2002. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. Offerors should register to receive notification of this solicitation or solicitation amendments. Copies of this solicitation can be found on the DLA Procurement Gateway at http://progate.daps.mil/home AFTER December 15, 2002 (estimated date). From the Gateway homepage, select "Search RFPs" from the left-hand sidebar. Then choose the RFP you wish to view. You must be registered in order to download RFPs. If you are not, you will be directed to register at time of download. In order to ensure e-mail notification of RFPs, prospective vendors MUST go to the RFP Information page and select DSCP Clothing & Textiles as the commodity center from which notices will be sent. Important Note on Foreign Content The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as ?The Berry Amendment? impose restrictions on the DoD?s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and ?specialty metals? (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
