- Description
- NASA/GSFC plans to issue a Draft Request for Proposal (DRFP), on or about November 11, 2002, and the final Request for Proposal (RFP), on or about December 2, 2002, for space flight qualified Single Board Computers. The Government requires three space flight qualified Single Board Computers (SBCs) for the Command and Data Handling Assemblies within the Integrated Science Instrument Module (ISIM) to be flown on the James Webb Space Telescope (JWST). The Government also requires delivery of six developmental SBCs and six engineering SBCs for integration and testing purposes. In addition, to the JWST requirement, the DRFP includes two, priced options for six, additional space flight qualified SBCs in support of the Global Position Monitoring (GPM) and Solar Dynamics Observatory (SDO) mission (i.e., three each). Two developmental SBCs and one engineering SBC are required, each, for GPM and SDO. The schedule for delivery of all space flight qualified SBCs is between August and September 2005. The solicited contract type is firm fixed price with an anticipated award date on or about May 9, 2003. The DRFP is being issued to solicit industry's comments on the requirements, planned terms and conditions of the proposed contract, instructions for proposal preparation, and evaluation approaches. Comments on the DRFP are not mandatory. All comments on the DRFP must be submitted electronically to the Contracting Officer, Ms. Lorrie L. Eakin, by close of business November 25, 2002. The use of any comments received is at the discretion of the Government. In accordance with FAR 52.215-3, Solicitation for Information or Planning Purposes (APR 1984), the Government does not intend to award a contract based on the DRFP, or to otherwise pay for information solicited or provided. This procurement will be a full and open competition. The Government intends to award on initial offers, but reserves the right to hold discussions,if necessary. The provisions and clauses in the DRFP are those in effect through FAC 01-08. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The NAICS Code and Size Standard are 334111 and 1,000 employees, respectively. The DPAS rating for this procurement is DO-C9. NASA/GSFC plans to issue the final RFP on or about December 2, 2002 with an anticipated proposal due date on or about January 3, 2003. All qualified responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed. See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 2000 and VxWorks Readable Data File (.dat) format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
