- A-76 Tentative Decision, Cost Comparison results for Animal Husbandry and Animal Surgery. The National Heart, Lung, and Blood Institute (NHLBI), National Institutes of Health (NIH) has completed a streamlined cost comparison study for Animal Husbandry and Animal Surgery Services in accordance with OMB Circular A-76. As a result of this study, performance of the function shall remain in-house. Appeals must be received in writing and within 20 calendar days after the publication date of this notice. The cost comparison information is available to affected parties upon request by contacting the individual listed below. Questions regarding this notice shall be submitted to Mr. Robert Best, Chief, Contracts Operations Branch.
