Description
NA The Corps of Engineers is interested in obtaining professional services for preparation of a Cumulative Effects Assessment for the Ohio River Main Stem Study within the states of Pennsylvania, Ohio, West Virginia, Kentucky, Indiana and Illinois. It is the Government?s intent to negotiate on a sole source basis under the authority of FAR 6.302 with Woolpert, LLC of Dayton, Ohio, exclusively. Woolpert has unique knowledge and expertise to accomplish the proposed services based on their experience with prepa ring Cumulative Effects Assessments for a project encompassing 981 miles of large river ecology; their working relationship with regional resource agency teams such as the Ohio River Fisheries Management Team and the Ohio River Valley Ecosystem Team monito ring the project; world-wide recognized expertise in Impact Assessment Techniques demonstrated through authorship of published articles, regulatory guidance and textbooks. However, interested firms may identify their interest and capability to respond to this requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within 21 days after date of publication of this synopsis notice. A determination by the Government to not c ompete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. After review of any submitted qualification statements, the Corps of Engineers will make a decision as to the method of processing this action. Any questions may be directed to Michael S.
