Description
The Fleet Industrial Supply Center Norfolk Detachment Philadelphia intends to issue an unrestricted solicitation for a firm fixed price contract in accordance with FAR part 12 for switchboard operations services at the Naval Operations Telecommunications Center (OPNAV) that is located in the Pentagon, Arlington, VA. OPNAV is detachment of the Naval Computer and Telecommunications Station, Washington, DC. The OPNAV TCC switchboard provides worldwide voice connectivity to the Chief of Naval Operations (CNO), Staff and other navy organizations located in the Pentagon and Crystal City area. The Switchboard consists of four multilane extensions (LE80) terminals and supporting equipment that include an automated touch screen computer. The Switchboard is connected to the Defense Red Switch Network, Defense Switch Network and commercial telephone lines. On a monthly average, the OPNAVTCC switchboard handles 600 unclassified business calls, 20 classified calls and 200 morale calls with an average length of 2 minutes of operator intervention per call. These calls come into the switchboard from both inside and outside the continental US via commercial telephone lines, DSN lines, Red DSN lines, INMARSAT and other satellite communications systems. The Contractor shall provide all operator labor, services, functions and tasks required to fulfill the OPNAV TCC switchboard mission of providing secure, non-secure and conference connectivity for these calls. Contractor personnel will be required to have a Secret security clearance to perform the duties outlined in the performance work statement. The U.S. Navy has determined this requirement is a commercial activity as defined by OMB Circular A-76 and will be directly converted from a Government to a Commercial provision.
