- NATIVE AMERICAN SET ASIDE -"Buy Indian Act": The successful contractor shall provide suppot services to the BIA Information Technology Capital Assests Planner and provide the following deliverables: provide project management plan and schedule for the implementation of IT systems requiring a business case, conduct an analysis of all IT systems to determine if they require a business case, assist in the evaluation of IT business plans, provide a project management plan and schedule for the implementation of IT Capital Assets Planner and portfolio management training, prepare a business case for each IT system identified as needing a business case, etc. The contractor's staff shall have expert skill and application in IT Portfolio Management, IT Legislative and Policy Framework in OMB Circulars: A-11, A-123, A-127 and A-130, Chief Financial Officers Act, Government Performance Results Act, etc. Services will be provided on-site primary in Reston, VA., however travel may include other BIA offices located in Denver, CO, Dallas, TX, Albuquerque, NM, Anadarko, OK and Aberdeen, SD. It is anticipated that the period of performance will be for one year. Contractor's who are 51% Indian Owned or Tribally Owned may respond to this notice.
