Description
The Air Force Research Laboratory, Munitions Directorate (AFRL/MN), is publishing a sources sought synopsis for the submittal of a brief descriptive white paper/abstract for Systems of Systems (SoS) advanced munitions modeling, simulation, & analysis (MS&A) support based on the Flexible Analysis & Mission Effectiveness Simulation (FLAMES) architecture, a commercial off-the-shelf software product. This sources sought synopsis for MS&A support includes but is not limited to the following, (1) systems operations research, guidance, navigation, and control, (2) con-ops development, (3) Command & Control/Intelligence, Surveillance, Reconnaissance (C2/ISR) capabilities, (4) advanced weapon MS&A, (5) sensor modeling, (6) lethality modeling, (7) effectiveness analysis, (8) 6-DOF simulation, (9) weapon simulation development, requirements analysis, and programming, (10) and other MS&A related fields beneficial to munitions research and development programs within AFRL/MN. Expected tasks are as follows but are not limited to the following: Contractor personnel shall work assigned tasks as part of the on-site analysis team. The assigned personnel will be responsible for attending Integrating Concept Integrated Product Teams (ICIPT) meetings and reviews, as well as related technology program reviews and discussions. Through the use of their expertise, they shall formulate and deliver written recommendations for MS&A support to the ICIPTs. Upon approval of these written recommendations by the Government, the contractor shall develop the necessary models, perform analyses using the FLAMES architecture, and deliver the written results to the government. A contractor providing this MS&A support will be required to support MS&A requirements by making analysis recommendations, modeling SoS components, perform trade analyses, and deliver written simulation results to the government. Analysis shall be required at several scenario levels including engineering, engagement, and mission. This process will likely involve the use and integration of other existing legacy tools such as Munitions Simulation Tools & Resources (MSTARS), Modular Effect Vulnerability Assessment (MEVA), and Infrared Modeling & Analysis (IRMA). Performance will be at on-site GFE offices are located in Building 13, Eglin AFB. The North American Industry Classification Systems (NAICS) is 541710, Research and Development in the Physical, Engineering and Life Sciences, 500 employees. Firms having applicable interest, capability, and background should submit a white paper/abstract in response to this sources sought synopsis. Information submitted should be pertinent and specific in the technical area under consideration, on each of the following qualifications: (1) Experience: An outline of previous projects, specific work previously performed or being performed and any in-house research and development effort; (2) Personnel: Name, professional qualifications and specific experience of scientist, engineers and technical personnel who may be assigned as a principal investigator and/or project officer; (3) A statement regarding industry security clearance. (4) And any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the information submitted. A white paper/abstract in response to this announcement must be received no later than 3:00 P.M. Central Time on 31 October 2002 addressed to Air Force Research Laboratory, Munitions Contracting Division, Bldg. 13, 101 W. Eglin Blvd., Suite 337, Eglin AFB FL 32542-6810, Attn.: Mr. Marty Kradlak or Lt Steve Allee (AFRL/MNK). It is anticipated that foreign companies will not be allowed to participate. White papers/abstracts submitted must be in accordance with this announcement. This synopsis is for information and planning purposes only, does not constitute an IFB or RFP, and is not to be construed as a commitment by the Government. Firms responding to this synopsis should state whether they are or are not a small business concern or a small disadvantaged business concern as defined in FAR 52.219-1 and FAR 52.219-2. The Air Force reserves the right to consider a small business set-aside based on responses hereto. This requirement may be pursued sole source requirement if the Air Force determines that only one source is capable of satisfying the requirement.
