Description
1. Scope. This SOW covers the lease, maintenance, software upgrades, initial installation, and performance necessary to furnish three automated mail processing machines capable of transmitting mail/private carrier cost to a management system used to track account expenditures in support of official mail dispatched for organizations assigned to Robins AFB, Georgia. The contractor shall provide all labor, parts, materials, equipment, initial expendable supplies, transportation, and supervision necessary to meet the specifications set forth in this SOW. 2. Requirements of the Mail Processing Machines. 2.1. Design. The contractor shall provide three automated mail processing machines capable of automatically feeding mail up to ? inches in thickness; determining the weight of the mail piece; determining the correct postage; have the capability to process private carrier shipments; transmit electronic mail manifest to appropriate carrier; generate shipping/address labels with appropriate barcode information; and communicate with a management system used to track cost for each account. 2.2. Specifications. 2.2.1. The mail processing machines will be capable of operation utilizing available 120 volt wiring. 2.2.2. The mail processing machines must be capable of processing like weight mail pieces at a minimum speed of 200 pieces per minute. 2.2.3. As sizable portion of processed mail consist of mixed weight envelopes, the mail processing machines must be capable of processing mixed weigh envelopes at a minimum rate of 100 pieces per minute. 2.2.4. To ease operation, the mail processing machines should have both touch screen and keyboard control panels and have ?help? screens to aid in training of new or temporary operators. 2.2.5. The mail processing machines must have programmable function keys (macros) to prevent repetitious keystrokes. 2.2.6. The mail processing machines? Postal Security Device must meet US Postal Services highest level of security and be compliant until at least 2008. 2.2.7. To meet USPS upcoming requirements, the mail processing machines must be Information Based Indicia compliant. 2.2.8. To meet USPS upcoming requirements, loading of postal funds must be accomplished through use of a modem. 2.2.9. System must have the capability of supporting use of Ad Dies and mail class dies such as First Class and First Class Presort. 2.2.10. Mail processing machines must be equipped with a scale that will allow mail to be weighed as it passes through the machine. 2.2.11. Mail processing machines must be equipped with a stand and remote 100-pound scale having differential weighing capability. 2.2.12. Mail processing machines must be equipped with power stacker/conveyor. 2.2.13. Mail processing machines must include multi-level password access. 2.2.14. Mail processing machines must include rate shop capability between USPS standard mail, UPS Ground, and FedEx Ground to allow mail to be dispatched by the most economical carrier. 2.2.15. Mail processing machines must be capable of tracking both USPS and private carrier shipments. 2.2.16. Mail processing machines must be capable of transmitting UPS PLD and USPS Delivery Confirmation information to the appropriate carrier. 2.2.17. Each mail processing machine should be equipped with 15-inch touch screen monitor. 2.2.18. Mail processing machines must be equipped with one Windows based PC to be used for accounting purposes and be networked to two of the mail processing machines via cable and one mail processing machine via modem. 2.2.19. Each mail processing machine must be equipped with its own Windows based PC. 2.2.20. Each mail processing machine must be equipped with a thermal printer for printing USPS delivery confirmation and UPS shipping labels. 2.2.21. Each mail processing machine must allow for searches by account, customer number, tracking number and date range that also provides for package details to allow operators to see details of individual shipments. 2.2.22. Mail processing machines must be capable of tracking mailing cost for up to 100 accounts with each having three sub-accounts. 3. Operational Manuals. The contractor shall furnish a complete set of operation manuals for the mail processing machines and for the accounting PC and its components. The manuals shall be written in English and shall include specifications of each mechanism and sufficient illustrations of each mechanism to clearly identify set up and operation techniques. 4. Components and Supplies. The contractor shall provide all components such as but not limited to cables, power cords, fuses, interconnection devices necessary for the operation of the machine. The contractor shall provide a start-up kit of initial expendable supplies. 5. Installation and Demonstration. The contractor shall install the mail processing machines and the accounting PC in the Government mail processing facility at 78 Communications Squadron/SCBA, Building 302, East Wing, Room G25, 256 Milledgeville St, Robins AFB, GA. The contractor shall be responsible for the unloading, uncrating, set-up, test runs, and demonstrations of the equipment. The contractor shall ensure that the machines and all components are fully operational in accordance with manufacturer?s specifications. The contractor shall provide personnel to conduct a minimum of one-day on-site training and orientation period for up to 14 Government employees subsequent to machine installation. 6. Maintenance. The contractor shall maintain and repair the mail processing machines and accounting PC during the period of this contract. The maintenance and repair shall be performed in accordance with manufacturer?s specifications and shall be conducted on-site at the Government location. The contractor shall perform repair services on the machines and its components within 8 working hours after receipt of notification by the Government that repairs are needed. 7. Ownership. 8. Working hours. The contractor shall perform the services specified in this SOW during the duty hours of 0700 and 1630 Monday through Friday, excluding all federal holidays.
