Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation # CFTC0320028 is issued as a request for proposal (RFP). This acquisition is 100% set-aside for small business. The North American Industry Classification System (NAICS) code for this acquisition is 561990 and the Small Business Size standard is $6.0 million. The contractor shall provide driving and general clerical support services to the Commodity Futures Trading Commission (CFTC) located at 1155 21st Street, N.W., Washington, DC, 20581. All individuals, including replacement personnel, must submit a resume and receive Contracting Officer approval, prior to performing work under this contract. Services shall consist of, but are not limited to the following: Primary Duties - Driving government owned vehicle to provide for the safe and efficient transport of government officials to and from locations within the Washington, D.C. Metro area; performing routine and emergency courier runs to other government facilities, as directed by the CFTC, within the Metro area; and performing general upkeep and cleaning of vehicle, as per recommended maintenance schedule as provided by vehicle manufacturer. Secondary Duties - Shall provide back up support for Administrative Services Help Desk to include: placing service calls concerning building issues (e.g., heat, light, etc.) and equipment (e.g., copiers, fax machines, etc.); setting up conference rooms for training, meetings, etc.; moving light furniture; receiving and distributing incoming agency mail; processing outgoing agency mail; receiving [signing for] incoming package deliveries and delivering to appropriate agency personnel; assisting in maintaining supplies in the CFTC supply center to include: receiving in-coming supply orders and organizing / re-organizing supplies in the supply center; and other routine office duties as assigned. Contractor Qualifications- must be familiar with Washington DC metropolitan area, including all three (3) major airports (R. Reagan National, Dulles and Baltimore-Washington); must have a valid driver?s license, no suspension of the driver's license, and no DWI convictions; must have a minimum of five (5) years driving experience; have knowledge of and be able to operate personal computer, multi line telephone and cellular phone with voice mail, knowledge of e-mail software (i.e., MS Outlook), and knowledge of photocopier and facsimile machines; must be neat in appearance; general demeanor should be courteous, alert and friendly; must be able to speak and understand English; must have the ability to interact with CFTC personnel at all levels; must be able to maintain confidentiality of any / all conversations and communications that take place in the vehicle. The contractor shall be responsible for paying any and all costs or penalties, for citations received because of: noncompliance with municipal and state motor vehicle regulations, improper and or unsafe driving, and parking of the Government vehicle in unauthorized locations. It is anticipated that the contractor will be needed for these services, on site at the CFTC, each weekday (Monday-Friday), 52 weeks per year, excluding Federal Holidays. Work schedule shall be 8:15AM-4:45 PM with a half-hour lunch. Work schedule is subject to change by the CFTC. CFTC may request services for non-standard work hours and days, including federal holidays, with 24-hour notice. Overtime may be required to meet agency needs. Payment shall be made only for actual hours worked. The duration of the contract shall be one (1) year from date of award and the contract shall include two (2) 1-year options to be exercised at the sole discretion of the CFTC pursuant to Clause 52.217-9, Option to Extend the Term of the Contract-OCT 2000. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation Circular 01-09. Terms and conditions applicable to this solicitation are: FAR 52.212-1, Instructions to Offerors-Commercial Items-JUL 2002; 52.212-2, Evaluation?Commercial Items-JAN 1999; 52.212-3, Offeror Representations and Certifications-Commercial Items-JUL 2002; 52.212-4, Contract Terms and Conditions-Commercial Items-FEB 2002; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items-MAY 2002; 52.217-9, Option to Extend the Term of the Contract-MAR2000: (a) The Government may extend the term of this contract by written notice to the Contractor within the contract period of performance; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 36 months; 52.222-21, Prohibition of Segregated Facilities-FEB 1999; FAR 52.222-26, Equal Opportunity- APR 2000; FAR 52.222-35 Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era-DEC 2001; FAR 52.222-36, Affirmative Action for workers with Disabilities?JUN 1998; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era-DEC 2001; FAR 52.222-41, Service Contract Act of 1965, As Amended (41 U.S.C. 351, et Seq.)-MAY 1989; FAR 52.222-42, Statement of Equivalent Rates for Federal Hires (29 U.S.C. 206 and 41 U.S.C. 351 et Seq.)-MAY 1989; and FAR 52.232-34, Payment by Electronic Funds Transfer-Other than Central Contractor Registration-MAY 1999. This contract will be subject to the Department of Labor Service Contract Act Wage Determination No. 1994-2106, Revision No. 26. A copy of the Wage Determination may be obtained from the Contracting Officer. Proposals must be signed and dated and must include: 1) Resume for each individual proposed to perform work under the contract. If not currently employed by offeror, include letter of commitment; 2) Fixed hourly rate for normal work hours; 3) Fixed hourly rate for overtime work hours [rates must be proposed separately for the first year and each option year of the contract]; 4) Three [3] current client references with point of contact name and phone number; 5) A completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items- JUL 2002 [this form in available on the Internet at http://www.arnet.gov/far]. The Government anticipates awarding one contract, resulting from this combined synopsis / solicitation, to the responsible offeror whose offer conforming to this synopsis/solicitation will be the most advantageous to the Government, price and other factors considered. The Government will evaluate the qualifications of proposed personnel; past performance information from references; and price. All responsible sources may submit a proposal and will be considered by the agency. Proposals should be sent to the attention of Sonda Owens, Contracting Officer, to the CFTC address listed above or by fax on (202) 418-5529. All proposals must be received not later than 4:30 PM on 22 October 2002. Offerors assume full responsibility for ensuring that proposals are delivered to the CFTC by the specified time and date. NOTE: Mail delivery by the U.S. Postal Service to Federal Agencies including the CFTC is being significantly delayed due to irradiation procedures. Offerors are advised to use means other than the U.S. Postal Service for submission of time sensitive material. Questions regarding this RFP should be directed to the Contracting Officer.
