Description
The NASA, John C. Stennis Space Center (SSC), Stennis Space Center, MS 39529-6000, is currently seeking written comments with respect to the attached Draft Statement of Work (SOW) entitled: Stennis Child Development Center (SCDC). Prospective offeror's shall provide written comments, statement of interest, and a statement of the prospective offeror's capabilities with respect to the draft SOW by close of business October 31, 2002. Stennis Space Center located in Southern Mississippi is a federal facility owned and operated by the National Aeronautics and Space Administration. Access to the site is limited by security requirements and thereby access to the childcare center is limited. Population of site is approximately 4500. The SCDC is licensed to provide care for 80 children ages 6 weeks - 5 years. Potential growth of the center is up to 100 children. The SCDC also provides a summer camp and holiday program for 40 school age children at a separate facility onsite. Contractor will operate, independently of a federal agency, a quality educational and developmental childcare program at the John C. Stennis Space Center in a government owned facility, with some equipment and services provided, such as utilities, telephone, grounds keeping, janitorial and security check of employees. The program should foster and promote the welfare and morale of parents with enrolled children, promote the education and welfare of enrolled children (social, emotional, physical, and intellectual), and promote strong relations among and between administration, teaching staff, parents and enrolled children. Contractor will be responsible for hiring and retaining qualified, professional personnel meeting the educational requirements and/or experience required by the federal and state licensing entities and the National Association for the Education of Young Children (NAEYC) certification requirements (http://www.naeyc.org/). All employees will undergo Security Background Investigations prior to employment. Key personnel shall be the Director and the Assistant Director who are essential to the performance of on-site services provided at the center. Key personnel must meet all federal, state, and local requirements, including training, licenses, permits, and bonding. Whenever, for any reason, any key personnel are unavailable for performance, the Contractor agrees to replace any such individual with one of substantially equal abilities and qualifications, subject to the approval of the Government Contractor will be responsible for establishing the curriculum background in early childhood development and education, and conducting the day-to day operations of the center, subject to applicable federal, state and local rules and regulations, including, but not limited to, State of Mississippi and the National Association for the Education of Young Children (NAEYC) certification requirements and including the NAEYC Code of Ethics. Contractor will furnish all materials, office supplies, licenses, furniture, and equipment necessary to perform all tasks necessary in offering and providing a high quality, full-time child development program. Contractor will provide a clean, healthy, and safe physical and emotional environment, to include fire drill and natural disaster training and compliance with MS Department of Health regulations, State Fire Marshall and any other legal requirements controlling the lives of children. Contractor will provide nutritious meals and snacks and maintain participation in Federal Food Programs. Contractor will conduct registrations, admissions and shall establish a record for each child that includes: assessments, health records, attendance, injury reports, illnesses, immunization records and parent conferences. Contractor will establish and maintain operating procedures, (i.e. day-to-day on-site management) governing, but not limited to, disciplinary standards for children, handling of parental grievances, fee rates and payment schedules, absences of children enrolled full-time, sick child procedures, parental involvement and participation, entertainment or field trips, etc... Contractor will maintain record keeping system and meet all deadlines for submitting reports to federal, state, local and Stennis agencies, as required. Contractor will maintain auditable records that are in compliance with generally accepted accounting principles (GAAP). Contractor will assume all responsibility for daily financial operations of the center. Contractor will maintain confidentiality of personal records of children and families. Contractor will be an equal opportunity employer that does not discriminate on the basis of race, sex, religion, national origin, ethnic origin or disability, in administration of educational policies, programs, treatment of children, or hiring of staff. Contractor will accommodate the maximum number of children allowable by federal and state laws and regulations including NAEYC, taking into consideration facility constraints, teacher to pupil ratio, and all other regulatory factors. Contractor will promote enrollment and use of the center. Access to childcare will be offered by priority to children of Stennis Space Center federal employees, detailed military personnel, contractor employees, and state employees respectively. Contractor will maintain a waiting list for open slots at SCDC, using the same priority standard described above. Contractor will provide services to intermittent "drop-off/time to time" children, on a space available basis. Contractor will maintain all required liability insurance including worker's compensation and provide certificates as needed. Contractor will pay any and all applicable federal and state taxes relating to the business of the SCDC. Center will be open year round, Monday through Friday, excluding Federal holidays and special Federal closings (including but not limited to weather closings, etc...) as determined by the Government. Hours of operation shall be 6 a.m. - 6 p.m., but subject to change by mutual agreement. Period of Performance: one (1) year base period with four (4) one year options. This preliminary gathering of information is for planning purposes only, and is subject to the requirements of the Federal Acquisition Regulation (FAR) Provision 52.215-3 (OCT 1997), entitled "Solicitation for Information and Planning Purposes." This provision reads: 52.215-3 -- Request for Information or Solicitation for Planning Purposes. As prescribed in 15.209(c), insert the following provision: Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: soliciting industry comments on the Statement of Work for the operation of the Stennis Space Center Child Development Center. .
