- Description
- The General Services Administration intends to issue a contract to General Dynamics Decision Systems (GDDS), of Scottsdale, Arizona on behalf of the US Army Cecom Communications Security Logistics Activity at Fort Huachuca, Arizona through solicitation no. 9TER-03-FDH-0005 pursuant to the authority of FAR Parts 12 and 13.501(a) ?Sole Source Acquisitions?. GDDS will be furnishing 631 Desktop Chargers, 631 Batteries (Spare)-SGSM and 631 Warranty SGSM-12 month extensions. This NSA approved information security equipment is only available through this NSA approved vendor. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2002-09. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501. There is only one responsible source and no other supplies or services will satisfy agency requirements. This information security equipment must be procured through vendors approved by the NSA. This is the only NSA Approved vendor for the GSM Secure Module and Handset (cellular phones) and its accessories. A justification for Other than Full and Open Competition has been prepared in support of this acquisition. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition to the extent consistent with a sole source acquisition. GDDS shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. This notice is not a request for competitive proposals. All interested parties must submit a capability statement that sufficiently describes their qualifications, capabilities, and previous experience related to fulfilling a similar requirement via email to joann.ancheta@gsa.gov by 4:00 p.m., PST, October 21, 2002. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted via email at fred.hersom@gsa.gov.
