- Description
- This is a combined synopsis/solicitation for commercial items, Avaya analog cards, by The US General Services Administration, Mid-Atlantic Region prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is GST03R0004 and this solicitation is issued as a request for proposal. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-09. This procurement falls under NAIC 513330: Telecommunications reseller. Delivery will be made to Annapolis, MD 21402 FOB destination. No equivalent hardware will be accepted, only that listed below (new only, refurbished equipment will be acceptable). Quantity 100: Part Number 108551755- 24 Port CP Offerors are reminded to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items (OCT 2002), with its proposal. Clauses 52.212-1, Instructions to Offerors -- Commercial Items (Oct 2000), and 52.212-4, Contract Terms and Conditions - Commercial Items (FEB 2002), are hereby incorporated by reference. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (MAY 2002), is hereby incorporated by reference; paragraphs and subparagraphs (b) (1) (5) (6) (11) (12) (13) (14) (15) (20) apply to this solicitation and any resultant contract. GSAR Clause 552.212-71, Contract Terms and Conditions Applicable to GSA Acquisition of Commercial Items (MAR 1998) is hereby incorporated by reference; clauses, 552.215-70, 552.228-70, 552.229-70, 552.232-8, 552.232-70, apply to this solicitation and any resultant contract. FAR 52.212-2 EVALUATION -- COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible contractor whose proposal conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price Delivery (b) A written notice of award or acceptance of an proposal, mailed or otherwise furnished to the successful contractor within the time for acceptance specified in the proposal, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an proposal whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
