- Description
- The Naval Air Warfare Center Weapons Division (NAVAIRWARCENWPNDIV) intends to procure on an other than full and open competition basis concept and technology demonstration of the Advanced Gaseous Electrostatic Energy (AGEE) technical concept. This contractual effort will continue the research and potential applications of AGEE technology previously explored under Broad Agency Announcement contracts, building on what has been completed. The contract will consist of research, analysis, development, and testing to validate the basic physics of the AGEE concept. The estimated contract duration is 24 months. Contract deliverables will consist of reports that document the technical efforts and results. Data from this contract will support the Navy's on-going efforts to improve energy efficiency of its various power and propulsion applications. The North American Industry Classification System (NAICS) code for this requirement is 541710. The Small Business Size Standard is 500 Employees. The Government intends to solicit and negotiate only with Energy/Matter Conversion Corporation (EMC2), 9705 Carroll Centre Road, Suite 103, San Diego, CA 92126 under the authority of FAR 6.302. EMC2 is the only source capable of providing the necessary concept analysis and development of performance and design specifications for this requirement because of prior and currently on-going work on the technical concept, which includes patented processes owned by this source. This notice of intent is not a request for competitive proposals. However, interested persons may identify their interest and capability to respond to the requirement or submit proposals. All responses and proposals must be submitted in writing and received at the Contracting Office no later than 45 days after the date of publication of this notice. Written responses must following guidance in Numbered Note 25, clearly show your qualifications and ability to provide research in the AGEE technical area, reference Solicitation Number N68936-03-R-0005, and be sent to the attention of Kay Eiband.
