Description
Gov.Works is issuing this request for proposals on behalf of the U.S. Forest Service, U.S. Department of Agriculture. This notice is a combined synopsis/solicitation for commercial services prepared in accordance with the format in the Federal Acquisition Regulations, Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; OFFERS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The initial contract period is for one year with the government retaining the option to extend the contract for up to four additional one year periods. The Government reserves the right to unilaterally extend the period of contract performance in accordance with FAR 52.217-9, "Option to Extend the Term of the Contract--Services". The Government anticipates award of an Indefinite Delivery, Indefinite Quantity Contract for the operation and maintenance of the Wood Education and Resource Center. The Wood Education and Resource Center (WERC) is a newly formed organization serving the needs of forest products producers and forest resource users in the eastern United States. It is a component of the Institute of Hardwood Technology Transfer and Applied Research supported by the Forest Service. WERC is located at 301 Hardwood Lane, Princeton, West Virginia. The facility is modern and well equipped containing both training and administrative space. The focus of the Institute is to help communities, government, industry and others address increasingly urgent hardwood resource use issues. The Institute was founded on the premise that industry, the concerned public, and others have overlapping interests in: Sustaining forests, forest products companies, and forest based communities; Efficiently using resources and protecting the environment in order to produce needed products, goods, and services; Employing collaborative, multidisciplinary approaches that address diverse interests to ensure that eastern hardwood forests are sustainably managed to provide for future use and enjoyment. Once awarded, the contract will provide for WERC to be operated as a Government Owned Contractor Operated Facility. Offerors are cautioned that this is not a pure facilities management function. The contractor shall also perform functions and provide personnel to support the following wide range of technology transfer, technical assistance, and applied research services benefiting the forest industry, the forest industry workforce, forest resource users, and forest-based communities: Information Clearing house; Training Programs, both on-site and off-site; Conferences and Seminars; Publications; Public Education Activities; Referrals; Technical Assistance and Consultation; Applied Research; Equipment Timesharing; ; Community Service; and website development. Emphasis will be placed on the application of distance learning technologies to achieve WERC's mission and goals where appropriate. Staffing must include an on-site, full time Project Manager at the WERC. The preferred contractor will (1) have extensive organizational experience in forest products, the forest industry, and forest management. (2) a successful track record in performing facilities management operations (3) be able to demonstrate exceptional creative talent in the design and execution of distance learning programs, (4) an established track record of successful development and implementation of on-site and off-site training programs, (5) have a history of successful performance and staffing of Indefinite Delivery, Indefinite Quantity contracts or other similar performance based contracting, (6) strong familiarity with government contracting processes and procedures (7) have experience in the development of WEB based systems (8) Be skilled in the identification of the technical assistance and technology transfer needs of clients consistent with WERC's mission and goals (9) Extensive experience developing and delivering training and technical assistance programs (10) A strong background in conducting applied research and applying results to specific client needs; (11) Be skilled at developing collaborative relationships with state and federal agencies, industry, academia, non-governmental organizations. Interested parties must demonstrate that they are qualified to perform the work by providing by 4:00PM EST, November 21, 2002, a Capabilities Statement detailing: (1) Corporate experience and capability of your organization in: Wood products/forestry technical assistance; facilities management; web development; technology transfer; development of on-site and off-site training programs, conferences and seminars; development of publications and reports; performance based contracting; government contracting; conducting applied research and applying the results to the specific needs of clients; the use of advanced communications and information technologies in distance learning applications; collaborative project development with state and federal agencies, industry, academia, and non-governmental organizations; and community service activities. (2) Staffing. Provide procedures to be utilized to fulfill the terms of this contract. Describe what combination of current employees, consultants, subcontractors, partnerships, or direct employment will be utilized. (3) Personnel experiences and successes. Include samples/examples of strategic planning, creative executions, staffing of previous contracts that required performance of work similar to the WERC or detail management team organization with a brief description of workflow and responsibilities. Provide resumes that describe the experience and capabilities of the Project Manager and each of the key personnel in your proposed team including those team members included from outside consulting firms, subcontractors, and partnerships. Descriptions shall address such items as the individual's background, education, work experience, and accomplishments. Detail the knowledge and experience personnel have gained through completion of previous work that would be applicable to fulfilling WERC requirements such as (a) the Project Managers experience in wood products/forestry technical assistance; project management and staffing; partnership development; facilities management; management of applications of distance learning technologies (b) For key personnel, describe forestry/wood products/technology transfer expertise; distance learning and information technology capabilities. (4) References for Past Performance. Provide a short list of all similar work performed by your proposed key personnel or your organization for the last two years. Include a description of the client profile, business objectives, strategic planning, results achieved, as well as the client's name along with contact information. Again, we are particularly interested in work completed in projects relating to training, technical assistance, and technology transfer areas. Special consideration will be given to those projects that have involved distance learning applications, information technologies and advanced communications to achieve training and technical assistance objectives. The following information should also be provided: list of all business partners and/or subcontractors, their roles and relationships to the offeror in fulfilling the above requirements. Capabilities Statements should include specific information on the outcomes of projects completed. Additional information requested should include specific project: 1. Duration 2. Technical complexity 3. Innovations 4. Approach Offerors shall submit their Capabilities Statement, an original plus four (4) copies, to Wallace Adcox Contracting Officer, GovWorks, Minerals Management Service, 381 Elden Street, MS2500, Herndon, Virginia, 20170-4817. In addition, an electronic copy shall be sent to: Wallace.Adcox@mms.gov . Capabilities Statement must demonstrate that both your organization and proposed key personnel can successfully meet our requirements. Previous initiatives completed by the proposed project team and your organization will be evaluated on the number, size, and similarity to WERC requirements. Past performance will also be evaluated to determine your potential for contract award and project success. Past performance evaluations will assess, but not be limited to, successful project completion, adherence to schedules and budgets, and assessments of the Offeror's business integrity. References will be checked. If you believe the Government may find derogatory information as a result of checking the past performance record, please provide an explanation and any remedial action taken by your organization to address the problem. Following review of all Capabilities Statements, we will establish a list of those deemed most qualified to perform the work. Qualified offerors will be notified and provided additional proposal instructions. Proposals will essentially consist of a written proposal, followed by oral presentations, and a written business (cost) proposal.
