Description
The U.S. Bureau of Reclamation (Reclamation) is an agency of the U.S. Department of the Interior. Its Information Technology Services Division, located in Denver, Colorado, provides data administration and custodianship, and information systems design, implementation, and support services for Bureau-wide information management products and services and selected Denver Office application services. In addition, the organization provides information technology consulting services related to business process re-engineering, information systems management, management use of computer software tools, and the theory and practice of database design, data modeling, and data administrations. Reclamation has a requirement to convert its existing Movable Property System (MPS) from its legacy software and hardware environment to a software and hardware environment which is compliant with Reclamation's Information Technology (IT) strategy and architecture. The Government contemplates an award of a firm fixed price contract. The Movable Property System (MPS) provides Reclamation with an automated method of tracking personal and museum property. Information maintained in the MPS is used throughout Reclamation to manage accountability of assets, and to calculate depreciation and replacement needs. MPS reports are used by management as vital tools to determine the accountability, inventory, budgets, depreciation, working capital fund information, replacement needs and replacement funding information, as well as to support other property and financial management decisions. Scope: The contractor shall deliver a Movable Property System that maintains the current business requirements, processes, and capabilities with the following exceptions: A. The converted MPS shall comply with Reclamation security policies for sensitive data and references including the following Reclamation Directives and Standards: (1) Reclamation Information Technology (IT) Security Program: Information/Data Security http://www.usbr.gov/recman/irm/irm08-11.htm, (2) Reclamation Information Technology (IT) Security Program (ITSP): Physical Controls for IT http://www.usbr.gov/recman/irm/irm08-08.htm, (3) Reclamation Information Technology (IT) Security Program: Computer Protections, Anti-Virus, Access Control, and Passwords http://www.usbr.gov/recman/irm/irm08-12.htm. B. The converted MPS must be designed to be implemented within Reclamation's current and future architecture (See the "Government IT Environment" section in this document) with the following additional constraints: (1) The converted MPS shall be an Intranet accessible application employing an N-Tier architecture. The application should be designed to run optimally on personal computers using a 56K modem, (2) The presentation logic tier shall be thin-client and may contain non-custom plug-ins, Java applets, Java Script, Java Server Pages, and other components, as approved by the Technical Point of Contact; See http://www.usbr.gov/utilities/webpageguidance.html for guidance in creating Reclamation Web pages, (3) The presentation logic tier shall comply with Section 508 of the Rehabilitation Act, 29 U.S.C. Section 794d, as amended. See http://www.section508.gov/ for the guidance, (4) The presentation tier and business logic tier may be integrated using Versata 5.5 EJB Edition or Visual Studio 6.0, (5) The business logic tier may employ any of the following, however, alternatives may be proposed for consideration: (a) Visual Basic 6.0, (b) Visual C++ 6.0, or (c) Java 1.2, (6) The data tier of the converted MPS shall be Oracle RDBMS, version 8.1.7, at a minimum; the version of the Oracle software used Shall comply with current Reclamation standards, (7) The converted databases shall be deployed on a 32-bit Hewlett-Packard (HP) machine employing Unix version 11.0; it may be required to deploy the database to a 64-bit machine, depending on the timeframe for beginning this work, (8) Oracle replication may be used to facilitate data exchange among the databases, (9) PL/SQL procedures and Java SQL may be employed, (10) The converted MPS reports shall be incorporated and accessible from within the client, (11) If software is developed and/or unit tested at contractor facilities, the software and all components of the system must be portable to the Reclamation environment; Reclamation personnel will perform the installation and implementation based on contractor provided installation documentation. Existing MPS data shall be migrated from the existing INGRES databases into the new database(s) with the exception of temporary tables and views. Existing MPS reports shall provide the current printing options except microfiche-format reports shall be converted to CD-format reports. The contract will be completed under two phases or milestones. Milestone I, Conversion, will include Analysis and Development; Milestone II, Acceptance, will include Testing and Deployment. Each milestone will consist of tasks resulting in specific deliverables. Contractor's will be required to submit a short capabilities statement addressing the evaluation criteria, not to exceed 5-10 written pages, including a description of similar work performed and a cost proposal for this requirement. In addition, resumes for key personnel is required and are not to exceed 2 pages for each person. This acquisition is being offered for competition limited to small businesses. The North American Industry Classification System (NAICS) code is 541511. The size standard to determine whether a company is a small business, in terms of annual gross income, is less than $21 Million. Quotes received from other than small businesses are not to be considered.
