- NA It is the intent of the Experimental Design, Conduct, and Analysis Branch (EDCAB) of the U.S. Army Research Laboratory (USARL) to award a contract on a sole source basis to University of Maryland, College Park, MD pursuant to FAR 6.302-1. This is a require ment to furnish necessary personnel, facilities, equipment and materials to develop a composite failure analysis FEA (finite element analysis) code with a technical user manual that can be used in methodology for damage failure assessment of composite stru ctures under blast wave loading. Interested persons may identify their and capability to respond to the requirement or submit proposals. However, the Government will only consider proposals received within fifteen (15) days after date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of det ermining whether to conduct a competitive procurement. Responses may be faxed to (410) 278-6522.
