Description
SOURCE SOUGHT SYNOPSIS UNITED STATES COAST GUARD SUPPORT CENTER FACILITIES ENGINEERING COMPETITIVE OUTSOURCING STUDY. The information provided is the planned strategy at this time. Maintenance and Logistics Command Atlantic (MLCLANT) is seeking qualified firms, to participate in this Office of Management and Budget (OMB) Circular A-76 Cost Comparison study. In order to assess the qualification of interested firm, this sources sought is being conducted. The study will consist of looking at all services, materials, supplies, supervision, labor and equipment necessary to perform facilities engineering services at the United States Coast Guard (USCG) Support Center, Elizabeth City, North Carolina, which occupies approximately 890 acres. The Support Center has 106 buildings and major structures totaling approximately 1,100,000 square feet as well as 11,000 linear feet of aircraft runway and taxiway. The facilities and grounds are designed to support the needs of six tenant commands: an operational Air Station, an operational Small Boat Station, an Aviation Training Facility, an Industrial Aircraft Repair Facility, an Electronic Maintenance Detachment, and a Marine Safety Team. THIS STUDY MAY or MAY NOT RESULT IN A CONTRACT AWARD. The facilities are generally broken down by the following building uses: Aviation repair and maintenance (570,000 SF), Warehouse (115,000 SF), Housing (120,000 SF), Academic Facilities (85,000 SF), Physical Training Facilities (22,000 SF), Recreational Facilities (22,000 SF), Administrative (41,000 SF), Health Care (16,000 SF), Fire House (11,000 SF), Maintenance (36,000 SF), Utility (10,000 SF) and Religious (4,000 SF). The facilities engineering services at USCG Support Center Elizabeth City will include the following: (PLEASE NOTE THAT THESE AREAS ARE NOT ALL ENCOMPASSING) 1) Motor Vehicles and Heavy Equipment Garage - perform repairs, overhauls, scheduled/unscheduled and preventive maintenance and inspection on all Coast Guard-owned vehicles and equipment and administration of GSA-leased vehicle program; this includes all grounds maintenance equipment, fire fighting equipment and aviation ground support equipment; 2) Electrical Systems - operate and maintain all generators, building and other critical systems, to include power transformers, air circuit breakers, oil operated switches and circuit breakers, automatic temperature controls, alarm systems, lightning protection, and indoor/outdoor facility lighting systems, including runway/taxiway lighting; 3) Food Service Equipment - inspecting, scheduling, installing, and repairing such equipment; 4) Heating Plants and Systems and Air Compressors - operation and maintenance of all boilers, steam distribution systems, air compressors, and associated equipment used in production of domestic heat and hot water. The main boiler house serves approximately 260,000 square feet of building space spread over about 25 acres; all other facilities have separate systems; 5) Water Storage and Distribution Systems and Swimming Pool - fire protection system and swimming pool maintenance, maintain potable and fire water storage and distribution systems, including fire pumps and AFFF systems, in a fully operational condition; 6) Fuel Distribution Systems - provide maintenance and repair for fuel distribution systems for aircraft, heating and vehicular fuels; must provide rapid 24/7 response to aviation fueling repairs; 7) Sewer Systems - sanitary and storm sewer collection systems maintenance, and repairs to all systems components and plumbing systems; 8) Air Conditioning, Refrigeration and Energy Management and Control Systems - systems and equipment maintenance and operation; 9) Buildings and Structures - maintain quarters, plumbing, metal working, performing welding, glazing, keys and locks, carpentry, roofing, masonry, and painting; 10) Grounds Maintenance - provide grounds maintenance management and services including air field, prepare annual plan; 11) Surfaced areas - establish and implement a control inspection program, perform sweeping, pavement marking, snow removal and ice control, and maintenance of bituminous and concrete pavements; 12) Refuse Collection, Disposal and Recycling services; 13) Pest Control - schedule, supervise and perform, prepare annual pest management plan; 14) Fire House - Provide full service response to aircraft crashes, hazardous material spills, structural and vehicular fires, and medical emergencies, plus stand-by for aircraft engine maintenance start ups. Fire crews to be certified. Develop and implement comprehensive protection and prevention training program; 15) Emergency Response Team - Provide assessment, repair and reconstruction services to other Coast Guard units throughout the eastern United States in response to damages caused by natural and other significant disasters; 16) Special Events and Functions - wide range of services such as: providing, delivering, setting up and removing; tables, chairs, podiums, platforms, and PA systems, in support of events such as military change of command ceremonies, retirement ceremonies, formal military dinners, and etc. This list of services may be subject to revision, based on the final approved service list submitted by the Competitive Sourcing cost comparison team. This synopsis is for planning purposes only and does not constitute a solicitation for bids/proposals. Firms submitting responses should indicate whether they are large business, small business, veteran-owned small business, small disadvantaged business, women-owned small business, or HUBZone. Based on responses to this announcement, the Government reserves the right to consider the acquisition for 100% set-aside. The NAICS code for this acquisition is 561210, size standard $23M. Interested business firms are requested to submit literature, brochures, and capability summaries identifying, at a minimum, business size, financial capability and past and/or current performance on similar contracts within the last five years together with contract numbers and applicable points of contact and current telephone numbers. Also include a description of the plan to provide support and perform all of the functions required (i.e. via team or subcontract participation of specialized contractors, and any recommendations or information particular to performing this work that will assist in documenting market research information). The Government will not pay for any information submitted in response to this announcement.
