- The National Nuclear Security Administration Nevada Operations Office (NNSA/NV) is seeking small business sources capable of providing Technical Security Countermeasures (TSCM) services at its North Las Vegas, NV facility and others specified below. This is a market survey whereby the Government is seeking written information only from small business sources capable of providing these services. This is NOT a solicitation announcement for proposals. These services include but are not limited to TSCM surveys, inspections, monitoring, special activities, advice, assistance and briefings. TSCM services shall be performed by a minimum of a two-person team. One member of the team must be a DOE certified TSCM Specialist. All of the locations listed in the next paragraph are secured facilities and only authorized personnel may gain entry. If a sufficient number of firms express an interest in providing TSCM services to NNSA/NV, a competitive solicitation notice will be published in FedBizOpps with the solicitation accessible through Department of Energy?s E-Center-IIPS. If an award is made, NNSA/NV intends to issue a 12-month firm-fixed-price contract with up to four 12-month option periods. TSCM work will be performed primarily at the NNSA/NV, Las Vegas, NV; Remote Sensing Laboratory-West, Las Vegas, NV; NNSA/NV Contractor facilities, Las Vegas, NV; Remote Sensing Laboratory-East, Andrews Air Force Base, MD; Special Technologies Laboratory, Santa Barbara, CA, and other DOE and/or NNSA facilities. The Government will provide all technical hardware, software, office space, and equipment required to accomplish TSCM tasking. Interested small business concerns are requested to submit an expression of interest and a one to five page synopsis describing your capabilities as a TSCM services provided by Monday, October 28, 2002. The NAICS code for this procurement is 561990 ?All Other Support Services? with a size standard of $6 million. The expression of interest should state whether the small business is an 8(a), women-owned, small disadvantaged, Historically Underutilized Business Zone (HUBZone) certified, veteran-owned, and/or service-disabled veteran-owned small business concerns. All capability statements will be reviewed by the NNSA/NV. The NNSA/NV does not intend to have a pre-solicitation conference.
