- This amendment to a previous announcement for solicitation SP0100-02-R-4100 posted September 25, 2002 is amended to incorporate the following: BEST VALUE SOURCE SELECTION WILL BE USED. Factors to be used are: 1.Past Performance 2.Socioeconomic Program Support 3.DLA Mentoring Business Agreements 4.Javits-Wagner-O?Day Act Entity Support TECHNICAL PROPOSALS WILL BE REQUIRED. Technical merit will be more important than price.
