Description
This is a Fixed Price contract for the items listed in the Unit Price Schedule. The Contractor will have total system responsibility. The work includes, but is not limited to the removal of existing Automatic Train Protection (ATP) track circuits, and the design, engineering, project management, quality control, furnishing, installing, testing and commissioning of new ATP track circuits, ready for use at three Metro Rail Stations: Cheverly, Landover and New Carrollton. The Contractor will be responsible for making field measurements and preparing the final design of the ATP track circuits and for applying for and obtaining all necessary permits. The estimated cost range is $1,000,000 to $5,000,000. Bids are due as stated in the solicitation which is currently by 2:00 p.m., November 20, 2002 at WMATA, 600 Fifth Street, NW, Washington, DC 20001. A PRE-BID CONFERENCE WILL NOT BE HELD. A bid guarantee, in the amount of 5% of the bid price, is required with the bid if it is greater than $50,000. The solicitation will include a DBE goal to be specified. Please note that, in compliance with FTA regulations, Appendix B now requires DBEs to be pre-certified by WMATA prior to receipt of bids/proposals. The successful bidder must provide Performance and Payment Bonds after award of the contract in the specified amounts. An insurance certificate with coverages to be specified and with WMATA included as an additional insured, will also be required of the successful bidder. Availability: Specifications and drawings will be posted separately on the WMATA website in PDF format in the near future. WMATA vendor registration is required (see below). The downloadable RFP file in Adobe format will be located on the bottom of the screen. WMATA vendor registration is required to download. The following software (latest version) is required to download many WMATA solicitations including this solicitation. The download/file opening works best with the latest software versions. Printed copies of the contract plans and specifications will be furnished o/a October 7, 2002 at the per copy cost of $30.00 for specifications, $10.00 for half size drawings and $5.00 for Construction Safety Methods Manual. Payment shall be made by check or money order (no cash accepted) payable to the Washington Metropolitan Area Transit Authority and submitted to the WMATA Plans Room, Stone Straw Building, 900 Franklin St., N.E., Washington, D.C. 20017 or call (202) 269-4575. NOTE - If you purchased any of the documents previously, you will be sent the same number of sets without cost. Informal drawings maybe posted on the Internet for convenience, however, only the printed drawings will be official. NOTICE TO ALL WMATA VENDORS Please be advised that effective September 1, 2000, all vendors and contractors who have NOT done business with the Washington Metropolitan Area Transit Authority (WMATA) must be registered in the WMATA Vendor Registration System http://www.wmata.com/bus2bus/contracting/default.cfm. If you are a vendor or contractor and HAVE done business with WMATA in the past, please go to http://www.wmata.com/bus2bus/contracting/default.cfm and review/update your information.
