- Description
- This is a Notice of Intent to Award a Sole Source contract modification to F01620-95-D-0001 with Lockheed Martin Corporation, Manassas VA, for a 36-month contract extension for all messaging hardware, software, and services for DOD users at all DOD locations and to interface to other US Government, allied, defense contractor, and authorized users. Award to any other source would likely result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the agency requirements. Currently, the RFP has not been prepared; however, the requirements should parallel those contained in Option Year 6 of the existing contract and can be viewed at https://cms1.ssg.gunter.af.mil. Respondent is to specify in its response whether it is a large business, small business, very small business, small disadvantaged business, 8(a) concern, women-owned small business, HUBZone small business, veteran-owned small business or service-disabled veteran-owned small business. Also, respondents shall specify if U.S.- or foreign-owned. Reference numbered notes 12, 22, and 26. An Ombudsman has been appointed to hear concerns from offerors or potential sources. The purpose of the Ombudsman is not to diminish the authority of the Program Manager or Contracting Officer, but to communicate offeror concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of the proposals or in the source selection process. The Ombudsman should only be contacted with issues or problems previously brought to the attention of the Program Manager and/or the Contracting Officer, which could not be satisfactorily resolved, or issues that require contractor confidentiality.
