Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. Quotes are being requested and a written solicitation will not be issued. The Solicitation number is F04684-03-T-0001. This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-09. The NAICS code is 532120 and the size standard is NTE (Not to Exceed) $21.5M. This acquisition a small business set aside. Contractor to furnish labor, materials, transportation and supervision necessary to provide the following non-personal service: Scope of the Requirement: Provide mass transportation service on Vandenberg AFB to move the general public to and from established/designated parking areas to the flight line for the Air and Space Show. Type of Vehicle: Large capacity passenger bus (44 passenger or greater). Quantity: (31) each standard buses (4) each handicap accessible buses. The Government reserves the right to establish and change bus schedules and to make increases or decreases in the number and type of buses required. Location of Delivery: 1221 California Blvd, Vandenberg AFB, CA, Vehicle Operations compound. Entrance to the compound is located off California Blvd on Herado Street. The vendor will deliver buses no later than 0600 hours, 2 November 02 and return vehicles upon release by the designated Vehicle Management Flight representative on the last day of the event, 3 November 02. It is recommended the vendor pre-position vehicles at the Vehicle Operations compound 1 November 02. If the vehicles are pre-positioned, all operators will report at 0700 hours, 2 November 02. Otherwise, all operators will report with buses at 0600 hours, 2 November 02. Hours of operation will be from 0700 hours to 1900 hours, 2d through 3rd November 02. Vehicle Operations section along with vendor supervisors will set up a lunch schedule with operators during morning briefings on 2d and 3rd November 02. Vehicles will be inspected upon delivery and all discrepancies noted. Operator?s Qualifications: All bus drivers must have a minimum of two years of verifiable experience in chartered transport and comply with all applicable laws, ordinances, and other legal requirements. Inspection and Maintenance of Buses: the Contractor will comply with all applicable laws, ordinances and other legal requirements governing the operation of charter vehicles. If any vehicle is determined to be unsafe or unsatisfactory, the Contractor will provide a replacement vehicle to ensure schedules are met, at no additional cost to the Government. The Contractor will provide a plan at the post-award conference demonstrating the Contractor?s ability to replace any vehicle in the event of unsafe or unsatisfactory conditions. All maintenance and repairs on buses are the sole responsibility of the Contractor and will be performed off base. The Contractor will perform daily safety and maintenance checks. The Contractor will ensure buses are maintained in a clean and sanitary condition by sweeping the entire floor and removing trash daily. Appearance of Vehicles: All vehicles will be clean, to include the interior and exterior, furthermore, they should not smell of smoke. Surfaces should be free of dents and scratches. Vehicles should not require any body repair. Quick (Minor) Repairs: The Contractor will obtain quick repair service within 25 miles of Vandenberg AFB, California to facilitate minor repairs such as light bulbs, belts, tire repairs, etc. The Contractor will not require the government to defray any expenses for these services. Major Repairs: In the event of an accident, or if major repairs become necessary, the time spent to wait for a replacement vehicle or completed repairs will be deducted from the total time the contractor charges for the vehicle. Operating Supplies: Contractor will be responsible for all vehicle fluids including fuel and oil. Licenses, Franchises, and Permits: The Contractor will procure at his own expense, all necessary licenses and permits necessary to conform to all laws, regulations, and ordinances applicable to the performance of this contract. FOB: Destination. Period of Performance will be 2 November 2002 thru 3 November 2002. The provisions at FAR 52.212-1. Instructions to Offerors-Commercial Items (Oct 2000) apply to this acquisition. The provisions at 52.212-2 -- Evaluation -- Commercial Items, (Jan 1999), apply to this acquisition. Para a of the clause is completed as follows: (i) price and (ii) conformance to the above specifications. Award will be made to the lowest price offeror conforming specifications. Offerors must submit a completed copy of the provision at 52.212-3 -- Offeror Representations and Certifications -- Commercial Items, (Jul 2002).
