Description
This is a Fixed Price contract for the item listed in the Unit Price Schedule. The work includes, but is not limited to: The Contractor shall furnish sealed bids for IFB-FM6303/EAC, for all labor, materials, equipment, tools, supervision, project management, quality control, testing, transportation, safety, appurtenances and other items necessary to provide services for continuous welding of rail throughout the Metro Rail System. Each weld shall have full penetration and complete fusion with no evidence of surface or internal fissures or cracks Prior to initiation of welding, the Contractor must submit for approval his proposed methods and procedures for the thermite welding which shall comply with that of the manufacturer. Specific qualifications for the welding and the crews are detailed in the specifications. Field tests are subject to ultrasonic testing, rolling load tests, slow bend tests, and hardness tests. The work will be performed between 12:00 midnight and 5:00 a.m. daily. This is a service contract for one base year (Fiscal Year 2003)and two, one year option years (Fiscal Years 2004 and 2005) The estimated cost range is between $500,000.00 and $1,000,000.00. Effective March 4, 2002, there was a change in the federal regulations regarding certification requirements of proposed Disadvantaged Business Enterprise (DBE) contractors and subcontractors on WMATA contracts. In order to be eligible for contract award resulting from a WMATA solicitation where there are DBE participation goals established, it is required that all proposed DBE contractors and subcontractors be fully certified under WMATA?s DBE Certification Program at the time of bid submittal. All Letters of Intent must include a copy of WMATA?s Certification Letter from the Office of Civil Rights confirming the proposed firm?s DBE status. Offerors should contract the Office of Civil Rights at (202) 962-2384 for questions regarding this policy. A bid guarantee, in the amount of 5% of the bid price, is required with the bid if it is greater than $100,000. The DBE goal established for this contract is 0%. An insurance certificate with Worker's Compensation (Statutory), Employer's Liability, Commercial General Liability, Automobile Liability and Rail Road Protective Liability coverages with WMATA included as an additional insured, will also be required of the successful bidder. There is no PRE-BID CONFERENCE scheduled. Copies of the contract plans and specifications will be available o/a 10/10/02, and furnished at the cost of $10 per copy, and $5.00 for the Construction Safety Methods Manual.
