The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. JOB DESCRIPTION: See below I. - STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position will be located in the Narcotics Affairs Section, U.S. Embassy Bogota, Colombia. The position will serve as an advisor to the Colombian National Police/Anti-narcotics Directorate (CNP/DIRAN). The incumbent will assist in the implementation of a bilateral USG and Government of Colombia (GOC) project to reestablish police presence and public security in conflicted areas. STATEMENT OF WORK The Carabinero Program Advisor will perform the following basic functions: a. Under the direction of the Narcotics Affairs Section (NAS), the incumbent will advise/assist NAS/INL sponsored/directed activities in support of the Colombian National Police (CNP) and Public Security operations in forward areas. b. Advise the CNP on the project to reestablish police presence and public security in conflicted areas: 1). Advise/assist the GOC on the selection of sites; ensure close coordination between the NAS and various GOC agencies, including the Ministry of Defense, the military, the Ministry of Interior and public service agencies, as well as with other U.S. Embassy Bogota elements. 2). Advise the CNP on the organizing, training, and equipping of police units; establish tables of organizaton and equipment; coordinate procurement and delivery of equipment; determine training requirements and coordinate training; and conduct small-scale, on-the-job training, as feasible. 3). Coordinate with the NAS Construction Advisor on the construction of secure police installations throughout Colombia; determine installation requirements; and coordinate security requirements with the NAS Security Advisor. 4). Coordinate with the NAS Communicatons and Weapons Advisor and the CNP on communications and intelligence systems to provide enhanced warning of hostile actions and coordination of GOC reaction forces. c. Ensure that USG-provided commodities are effectively utilized and that there is no fraud, waste, or mismanagement in the program through continuous oversight responsibility and end-use monitoring in the operational area. d. Continuously evaluate and advise the NAS on the performance of Colombian agencies receiving NAS/INL assets and resources in order to recommend improvements to the project. e. Assist in project budget preparation and program planning. f. Brief State Department, Congressional and other visiting officials on the status of the project; assist in developing appropriate itineraries and in escorting official travelers, as directed. II. MINIMUM REQUIREMENTS a. U.S. citizen, eligible for a State Department security clearance. b. Bachelor Degree from an accredited institution or equivalent (i.e., Associates degree with five years related experience, or ten years related experience in the military, law enforcement, international development, international affairs, or public administration). c. Typing and basic computer skills needed to use information technology and management systems required. Computer skills should include word processing and spreadsheet applications. d. Spanish language ability at the Foreign Service Institute Level R/3, S/3 or the Defense Language Proficiency test (DLPT) level 3/3 is required. e. Five years relevant experience in Latin America which should include training of foreign nationals in ground operations/small unit tactics, weapons training, base construction and security and defense planning and operations. Experience in managing/planning logistics of forward operations. Applicant should have proven experience in coordinating with host country military, police and civilian officials and familiarity with U.S. and Latin American police or military operations. f. Skill in oral and written communication. g. Must be physically qualified to live overseas and willing to engage in in-country travel to remote locations. The work is both physical and sedentary in nature and involves activity both at the U.S. Embassy and at forward operating locations. Required Skills/Abilities a. Special Forces, infantry, operational and training center experience, base security and defense planning and operation experience. b. Advisory experience with foreign national police or military. c. Supervisory experience. Complexity The Contractor will advise/assist the CNP in reestablishing legal authority in areas that have been under the physical control of guerrilla and paramilitary groups. The Contractor will be forced to rely upon his/her expertise to make rapid, on-the-spot decisions, given the unique nature of the position and the remote location of these areas. Scope and Effects Assignments or objectives sought may involve extensive analysis and investigation to detect and resolve problems that impact on the efficiency and effectiveness of future international narcotics control operations and programs. Personal Contacts Contacts are with all levels of host government personnel, particularly in the CNP and the Colombian Army. The incumbent serves as the NAS liaison with the CNP concerning implementation of the project and must often use persuasion, diplomacy and cooperative relationships with contacts in order to further USG goals. Supervisory Controls The incumbent reports to the NAS DIRAN Interdiction Project Manager, who will act as the Contracting Officer?s Representative (COR). The Contract Administrator shall be the INL Contracting Officer and is designated alternate for the NAS Director when absent. The individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision. The incumbent is expected to coordinate as functionally appropriate NAS for the purposes of this program. Completed work is reviewed for timeliness and effectiveness. The incumbent receives very general supervision and guidance. Incumbent must exercise a significant degree of judgment and independence in planning work to achieve specific goals and objectives. Informs supervisor of problem areas and presents recommended solutions. EVALUATION CRITERIA a. Five years relevant experience in Latin America which should include training of foreign nationals in ground operations/small unit tactics, weapons training, base construction and security and defense planning and operations.
