- This combined synopsis/solicitation is amended to reflect the following: The government intends to evaluate proposals and award a contract without discussions with offerors, however, the government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. The offeror will be required to acknowledge all amendments and changes to this solicitation.
