- This amendment is being issued to incorporate the changes listed on the attached document entitled, ?Addenda Description,? which is available for downloading. Revised plans and specifications will be available on July 29, 2002, from Spring Field Blue Print & Photo Copy Co., Inc., 219 E. Pershing, Springfield, MO 65806. Contractors that previously requested and received plans and specifications on this project will receive the revised sets at no additional charge. Contractors requesting plans and specifications for the first time will be sent only the revised plans and specifications and will be charged. Revised plans and specifications may be ordered by calling Spring Field Blueprint at 417-869-7316, or 800-458-9731, or by faxing requests to 417-869-2219, or by e-mailing requests to e-mail@spfdblue.com. A second site showing will be conducted for this project at 10:00 a.m. on August 13, 2002, at the Doniphan Ranger District Office, 1104 Walnut, Doniphan, MO 63935. As a result of this amendment, the closing date for submitting offers is extended to close of business on August 26, 2002. Original synopsis description: Contractor shall construct a new office, warehouse, pole barn, wastewater system and site work for a new district administrative site at Doniphan/EP District, Ripley County, Missouri on the Mark Twain National Forest. The project is located approximately 3 miles east of Doniphan, Missouri off Highway 160 on Confederate Ridge Road. There will be a Pre-bid meeting and the date and time will be listed in the soliciatation package. This solicitation will be issued as a commercial item. The estimated price range is between $1,000,000 and $5,000,000. The NAICS code is 233320, and the size standard is $28.5 Million. This project is open to large and small businesses. A 20 % bid bond guarantee is required. Successful contractor will be required to furnish a performance and payment bond, each in the amount of 100% of the contract price, prior to beginning work. IMPORTANT NOTICE Due to the extreme fire situation that has occurred through out the United States, funds originally planned for this solicitation are not presently available for award. It is anticipated that funds may not become available until after October 1, 2002, however funds could become available at any time based upon passage of additional funding by Congress. This notice is to inform all potential contractors; announcements of contract award or successful contractor and prices will not be made until funds become available. Sealed bid openings may be held on scheduled bid opening date. Request for Proposals will be closed on schedule and negotiations held up to the point of announcement of award. Submission of an offer (bid, quote, or proposal) to this solicitation constitutes the offeror?s agreement to a 120-calendar day offer acceptance period. 52.232-18 AVAILABILITY OF FUNDS (APR 1984) Funds are not presently available for this contract. The Government?s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
