- This notice is a combined synopsis / solicitation for commercial services. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a small business set-aside. All qualified responsible business sources may submit a proposal referencing MDA908-02-Q-0181, which shall be considered by this agency. The Virginia Contracting Activity (VCA) on behalf of the Defense Intelligence Agency (DIA), seeks to procure administrative services for the Joint Military Intelligence College IAW the attached Statement of Objectives (SOO). All interested vendors must submit their proposal NLT 12 noon, July 17, 2002. The Government intends to issue a Fixed-Price award to the offeror whose proposal is most advantageous IAW the attached Evaluation Criteria's. All proposals shall include labor categories, labor rates, quantity of hours, resumes of proposed individuals, GSA schedule number if applicable, business size, tax ID #, DUNS # and a point of contact's name, email address and telephone number. The provisions in FAR 52.212-1, Instructions to Offerors-Commercial Items and FAR 52.212-4 Contract Terms and Conditions-Commercial Items apply to this acquisition. Interested parties shall email their proposal to Austin A. Thomas at austin.thomas@dia.mil (preferred method) or fax (202)-231-2831. Proposals will only be accepted through these means of communication. It is the responsibility of the offeror to confirm receipt of their proposal.
