- Description
- The U.S. Secret Service intends to negotiate on a sole source basis with Dr. Randy Borum to serve as a consultant, advisor, trainer and researcher for the U.S. Secret Service (USSS) in support of the National Threat Assessment Center (NTAC) mission. The work to be performed shall include: review protective intelligence case data and participate in subject interviews to assist the USSS in its investigative, risk assessment and case management responsibilities; provide consultation to federal, state or local law enforcement agencies on complex cases that show potential for targeted violence; provide external training, both in protective intelligence and threat assessment, for members of the law enforcement community regarding judicial issues, school-based violence, stalking, workplace violence, violence against women, and other areas of targeted violence, and; conduct ongoing research in the areas of targeted violence and threat assessment. This notice is neither a request for quote nor a solicitation of offers. Based on the requirements of this solicitation, the Government intends to solicit and negotiate with one source under the authority of FAR 6.302. A determination by the Government not to compete this proposed requirement, on a full and open competitive basis upon receipt of responses to this notice, is solely within the discretion of the Government. No formal solicitation package is available. Only contractor's capability statements will be accepted and must be received within two (2) calendar days of the date of this notice. The Government will not be responsible for any costs in the preparation of responses to this announcement. See Note 22 - Please insert "2 days" in lieu of "45 days".
