- Description
- The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station, Panama City, Florida intends to issue a sole source contract to Shelby Specialty Glove (SSG) for the procurement of 11,150 Steam Block Gloves. The Firewall Steam Block Gloves were specially designed and developed for shipboard firefighting. The Firewall Steam Block shield adds a thermal barrier to the glove?s back, giving more protection against steam burns. The Navy Clothing and Textile Research Facility (NCTRF) reviewed all the requirements and concluded that all shipboard firefighters are required to have thermal and steam protection. The gloves manufactured by SSG are currently the only glove that provides this combined level of protection. Only those articles that have been successfully tested are qualified. The objective of this process is to verify that the damage control equipment provide s acceptable levels of safety throughout the specified operating range when approved operating and maintenance procedures are followed. The intent of the process is to provide maximum reasonable assurance that an accident will not occur and establishes maximum reasonable assurance that the user may be recovered without injury if there is an accident. The reason this acquisition is not suitable for full and open competition is because Shelby Specialty Glove is the only company that has been qualified by NCTRF to provide the Steam Block Gloves.
