NOTICE OF INTENT TO REQUEST DESIGN-BUILD QUALIFICATIONS PASCHAL SHERMAN INDIAN SCHOOL NEW K-9 CAMPUS AND DORMITORY DESIGN-BUILD DELIVERY METHOD SOLICITATION FOR LETTERS OF INTEREST RESPONSES DUE: OCTOBER 7, 2002. The Paschal Sherman Indian School is soliciting Letters of Interest from Design-Build or Joint Venture Firms interested in receiving a Request for Qualifications for the design and construction of a New K-9 Campus and Dormitory located near Omak, WA on the Colville Indian Reservation, utilizing the Design-Build Delivery Method. Firms with experience in the design-build delivery method and education campuses are encouraged to submit a letter of interest. The New Campus and Dormitory is funded by an $18 million grant from the Bureau of Indian Affairs. The construction budget for the project is expected to be approximately $16.5 million. The project will consist of a new K-9 school, cultural and community center, a new dormitory for approximately 80 male and female students, a preschool and parenting education center, administrative offices, water, waste-water treatment and fire protection systems, and extensive playfields, all on a 30 acre campus. The project will be implemented using two-phase design-build selection process. All firms submitting a Letter of Interest will receive the Request for Qualifications and Competition Prospectus (RFQ). Three firms will be short-listed to receive the Request for Proposals (RFP) and participate in the competition process. An Honoraria of $75,000 will be offered for the RFP Competition. The RFQ/RFP process will be managed utilizing the Design Build Institute of America (DBIA) Design-Build RFQ/RFP Guide for Public Sector Projects and the DBIA Manual of Practice. (Copies of these publications may be obtained from DBIA at their web site www.dbia.org). Due to the need for fair and unbiased treatment during the selection and competition in the RFQ/RFP Process, any and all contact must ONLY be through the Owner's Project Manager: Leandra Thompson, KJM & Associates, 10 N. From this Publication Date forward, any contact by individuals or firms with the Bureau of Indian Affairs, Paschal Sherman Indian School and/or the Confederated Tribes of the Colville Reservation regarding this project may be grounds for immediate disqualification from the RFQ/RFP Process. Firms interested in submitting a Letter of Intent, two-page maximum, may submit the letter to be received no later than 4:00 PM local time on October 7, 2002 to the Project Manager/Owner's Representative listed above. Please send the letter by U.S. Mail or courier service. Facsimiles or e-mail attachments will not be accepted.
