- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation N61339-02-T-0153 is issued as a request for quote and incorporates the provisions and clauses in effect through Federal Acquisition Circular 01-8. This solicitation shall be Small Business Set-Aside. The NAICS Code for this solicitation is 333319 with a size standard of 500 employees. This solicitation sets forth the requirements for providing Training Ship Simulators. The purchase will consist of ten (10) each Navy Force Protection Training Ship Simulators. These self-contained vessels will provide training for various Force Protection exercises. Attachments (1) Statement of Work, SOW 11E0218, dated 6 Aug 2002, and (2) Price Schedule, can be obtained through the Naval Air Warfare Center web site located at http://www.ntsc.navy.mil/EBusiness/BusOps/Index.cfm. Be advised that periodic access to this web site is essential for obtaining updated information and the latest information regarding this solicitation. No further information will be posted to this web site. Award will be made in the form of a commercial Firm Fixed Price Contract. The anticipated award date is O/A 12 Sep 02. Delivery of all systems will be within six (6) months after date of contract award. The Government intends to pay by credit card. Acceptance shall be made at destination (Sasebo, Japan; Yokosuka, Japan; Pearl Harbor, HI; Mayport, FL; Pascagoula, MS; Norfolk, VA; Ingleside, CA; Bangor, WA; Everett, WA; and San Diego, CA). The following FAR/DFARS provisions and clauses apply to this acquisition: 52.212-1, 52.212-3, 52.212-4, and 52.212-5 Deviation. FAR 52.212-3 can be located in full text at the following site: http://www.arnet.gov/far. FAR 52.212-1(b) is amended to read: NAVAIR Orlando-TSD, Attn: Louise Williams, Code 25334, 12350 Research Parkway, Orlando FL 32826 at or before 1500 (3:00 PM), EST, 6 September 2002. Quotations also may be Faxed to (407) 380-4164, or emailed to louise.williams@navy.mil. The basis for award will be Low Price Technically Acceptable. Past Performance will be evaluated on a Pass/Fail basis for determining responsibility. The offeror will submit the following: (1) Attachment 2 along with your written offer (52.212-1(b)), (2) descriptive literature (specs/drawings/floor plans) to reflect all functional requirements as specified in the SOW, Para 3.1; (3) completed Representations and Certifications (52.212-3); and (4) list of three references, for past performance data that is relevant to this solicitation, to include: Agency/Business Name, Point of Contact, Telephone, and Contract/Purchase Order number. The following clauses of DFARS 252.212-7001(a), (b) and (c) apply: 52.203-3, 252.225-7001, 252.225-7012, 252.243-7002 and 252.247-7023. The following clauses also apply: 52.219-6, 52.219-14, 52.232-36, 52.245-4, 52.245-19, 252.204-7004, and 252.209-7001. The DPAS rating for this solicitation is N/A.
