- The United States Air Forces in Europe is conducting market research to determine the feasibility of a contractor providing Personnel Systems Management (PSM) at Ramstein Air Base, Spangdahlem Air Base and Patch Barracks and Education and Training (on-the-job training, OJT) Management at Ramstein Air Base and Spangdahlem Air Base.
