Description
The General Services Administration, PBS, Property Development Division is looking for interested Design-Build Contractors for renovation of the Federal Building and U. S. Courthouse at 230 North First Avenue in Phoenix, Arizona. The estimated cost range is $7,000,000.00 - 12,000,000.00. The total contract completion time is estimated at 24 months. The building to be renovated is an 8-story steel frame and curtain wall building, originally constructed in 1962 with 158 exterior parking spaces. The gross area of the building including the basement level is approximately 300,000 GSF. The building is currently vacant with limited utilities available. The General Services Administration has commissioned A/E services to develop design intent "bridging" documents for completion by a design/build contractor. The scope of design and construction work will include tenant improvements for federal agencies including the U. S. Bankruptcy Courts, U. S. Probation, U. S. Trustees, and modernization of the existing passenger elevators. Asbestos, lead based paint (LBP) abatement, clearance testing, and general demolition is in progress and will be completed by others before award of this contract. This project will be utilizing Government Furnished, Contractor Installed (GFCI). The estimated cost range stated above represents the cost of construction without GFCI. The design-build contractor shall be required to demonstrate a certain level of expertise and capability. This solicitation is being made under FAR 15.3 Source Selection. Award will be made to the offeror whose proposal conforms to all requirements of the solicitation and is considered to be most advantageous to the Government, cost or price and other factors considered. Price is less important than the combined weight of the technical evaluation factors. As technical proposals become more equal in their technical merit, the evaluated cost or price becomes more important. This solicitation incorporates documents which are not available electronically. Interested parties may request a copy of the Request for Proposals (RFP) GS-09P-02-KTC-0049 by writing to the Contracting Officer as follows: Beverly Chin, GSA, PBS, Property Development Division (9PCS), 450 Golden Gate Avenue, Third Floor West, San Francisco, CA 94102-3434 or by fax (415) 522-3112. The RFP will be issued on May 20, 2002. A Pre-Proposal Conference will be held on May 30, 2002, 10:00 a.m. at the Sandra Day O'Connor U. S. Courthouse located at 401 West Washington Street at 4th Avenue, Phoenix, Arizona. Attendance is limited to four people per firm. The Procurement is open to both large and small business under the Small Business Competitive Demonstration Program. Before the award of the contract the selected firm shall be required to present an acceptable Small Business Subcontracting Plan in accordance with Public Law 95-507. As part of its commitment to socioeconomic initiatives of the Federal Government, the General Services Administration has established national subcontracting goals of 40% for Small Businesses, and 5% for Disadvantage Businesses, 5% for Small Women-owned Businesses, 3% for Small Veteran-owned Businesses, and 2% for HUB Zone businesses. In support of the agency?s effort, firms seeking consideration for this contract shall demonstrate a proactive effort to achieve the above goals.
