Description
Contracts will be for repair and alteration work on various owned or leased postal facilities, in zones, as shown below. The contract period will be for two years. Work orders will be issued under the contracts for various amounts and types of work at predetermined unit prices. The proposal amount will be a two-digit multiplier of these unit prices. The multiplier must include the offeror's overhead, profit, and all other costs of doing business. Specific work orders will be issued for not less than $500 or more than $250,000. Total quantity of work ordered under the contract will not be less than $10,000 nor more than $5,000,000. The initial contract amount is $250,000, which may be increased in increments of $250,000, by modification, up to the maximum of $5,000,000. Performance and payment bonds in the amount of the initial contract amount will be required within five days from notice of intent to award. Consent of surety will be required for any future modifications to increase the contract amount. Offerors must meet the following minimum requirements: 1) be familiar with a personal computer and be able to operate Microsoft Word and Excel; 2) have Internet access with an e-mail account; 3) have access to a digital camera with a minimum resolution of 1.3 megapixals; and 4) be licensed in all states (as applicable by State law) within a zone to be considered for award in that zone. Evaluation factors to be considered are 1) proximity of office to zones covered; 2) past performance, including prior postal experience, prior experience in completing work under indefinite quantity contracts, and comparable projects in each zone selected; 3) supplier capability, including available resources; and 4) management plan. Price will be considered equal to the evaluation factors. Offerors may provide a multiplier for one or more zones. At the discretion of the contracting officer, one or more contracts may be awarded in each zone. Participation by minority-owned and woman-owned firms is encouraged. All proposal information received is CONFIDENTIAL until award of a contract. The number of offers received, the names of the successful offerors, and the contract amounts will be released as public information. The names of unsuccessful offerors and the contract amounts WILL NOT BE RELEASED AS PUBLIC INFORMATION. ZONE 1 - SOUTH CAROLINA: Includes all counties in South Carolina, except Beaufort, Jasper, Hampton, Allendale, Barnwell, Edgefield, and McCormick. ZONE 2 - WESTERN NORTH CAROLINA: All counties in North Carolina west of and including Rockingham, Guilford, Randolph, Montgomery, and Richmond. ZONE 3 - EASTERN NORTH CAROLINA: All counties in North Carolina east of, but not including Rockingham, Guilford, Randolph, Montgomery, and Richmond. ZONE 4 ? GREATER VIRGINIA/TENNESSEE (Sullivan County only): All counties in Virginia, except Prince William, Fauquier, Clarke, Loudoun, Fairfax, and Arlington. Also does not include the City of Alexandria. Includes Sullivan County in Tennessee. ZONE 5 - NORTHERN VIRGINIA/DISTRICT OF COLUMBIA: Includes the District of Columbia and the following counties in Virginia: Prince William, Fauquier, Clarke, Loudoun, Fairfax, Arlington, and the City of Alexandria. ZONE 6 - WEST VIRGINIA: All counties in West Virginia. ZONE 7 - EASTERN KENTUCKY: All counties in Kentucky east of and including Trimble, Henry, Shelby, Anderson, Washington, Marion, Taylor, Adair, and Cumberland. ZONE 8 - WESTERN KENTUCKY/SOUTHERN INDIANA: All counties in Kentucky west of, but not including Trimble, Henry, Shelby, Anderson, Washington, Marion, Taylor, Adair, and Cumberland. Also includes the following counties in Indiana: Harrison, Floyd, Clark, Washington, Crawford, Perry, Orange, Lawrence, Jackson, Jefferson, Pike, Warrick, Spencer, Gibson, Vanderburgh, and Posey. ZONE 9 - SOUTHERN OHIO/SOUTHEAST INDIANA: All counties in Ohio south of and including: Paulding, Putnam, Hancock, Wyandot, Marion, Morrow, Knox, Coshocton, Guernsey, and Belmont. Also includes the following counties in Indiana: Franklin, Dearborn, Ripley, Ohio, and Switzerland. ZONE 10 - NORTHERN OHIO: All counties in Ohio north of, but not including Paulding, Putnam, Hancock, Wyandot, Marion, Morrow, Knox, Coshocton, Guernsey, and Belmont. ZONE 11 - WESTERN PENNSYLVANIA: All counties in Pennsylvania west of and including McKean, Cameron, Centre, Huntington, and Fulton. ZONE 12 - EASTERN PENNSYLVANIA: All counties in Pennsylvania east of, but not including, McKean, Cameron, Centre, Huntington, and Fulton. Also does not include Philadelphia County, Montgomery, Chester, Bucks, and Delaware. ZONE 13 - PHILADELPHIA/SOUTH JERSEY/DELAWARE: Includes the following counties in Pennsylvania: Philadelphia County, Montgomery, Chester, Bucks, and Delaware. Includes all counties in New Jersey south of and including Burlington and Ocean. Includes all counties in Delaware. ZONE 14 - MARYLAND/DISTRICT OF COLUMBIA: Includes all counties in Maryland and the District of Columbia.
