Description
This is a REVISED Pre-Solicitation Synopsis. The revised title of this Pre-Solicitation Synopsis is "HIGH RESOLUTION SYNTHETIC APERTURE RADAR (HRSAR) SYSTEM DEMONSTRATION." The Naval Air Systems Command (NAVAIR) intends to have a full and open competition to demonstrate a High Resolution Synthetic Aperture Radar (HRSAR) System (consisting of an X-Band SAR and precision targeting subsystem) that provides an all-weather reconnaissance and precision targeting capability with the potential to be operationally employed on Navy tactical aircraft. The Navy's overall objective is a robust targeting and tactical reconnaissance capability at night, in the presence of cloud cover, and adverse weather. The HRSAR System shall be demonstrated during flight tests on a contractor-provided aircraft, to validate that the contractor's HRSAR System will be capable of meeting the Navy's objectives and will be suitable for future operation on a carrier-based tactical aircraft. The anticipated period of performance for this flight test demonstration will be six months. The requirement for this flight test demonstration will be defined in a Statement of Work attached solicitation number N00019-02-R-3229. The solicitation will be issued on a firm fixed price basis. The anticipated date for the release of the solicitation is 07 October 2002. Requests for copies of the solicitation must be submitted via e-mail to knoerjl@navair.navy.mil. TELEPHONE REQUESTS FOR SOLICITATIONS WILL NOT BE ACCEPTED. ALL PROSPECTIVE OFFERORS MUST USE THE INTERNET TO RESPOND. All Internet responses must provide the return Internet address, mailing address, phone number, fax number, and single-point-of-contact within the body of the response. Internet responses without the aforementioned addresses/information will not be recognized. All responsible sources may download a copy of the solicitation and shall be considered by the agency unless this synopsis is amended or replaced. The solicitation will be available over the Internet in WORD 2000TM format and will reside on the NAVAIR Home Page, located on the World Wide Web. NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. The Request for Proposals (RFP)/solicitation will not be released before the anticipated date of 07 October 2002. It is essential that you respond to this synopsis if you would like be notified (i.e. electronically) when the RFP is released. Offerors who request electronic updates on the status of the RFP will be notified via E-mail when it is released.
