Description
NA The U.S. Army Military Traffic Management Command (MTMC) is seeking sources for commercial off the shelf (COTS) tracking and security technology for commercial motor fleet applications. This requirement supports increased visibility and security of Arms, Ammunition and Explosive (AA&E) shipments. Information must be submitted by COB 3 Oct 02. The equipment will be used for In-Transit Visibility (ITV) and security of Department of Defense (DOD) AA&E shipments. The equipment must be capable of and the support services include the following: identification and warning when unauthorized access oc curs; determine actual training required for MTMC Command Operations Center (COC), shipper, receiving and carrier personnel, and suitability and compatibility of COTS software system interface with Intelligent Road/Rail Information Server (IRRIS), Defense Transportation Tracking System (DTTS), and Surface Transportation Management System (STMS). The test will augment the current U.S. Army radio frequency identification RFID fixed site interrogation infrastructure through the application of mobile AA&E ship ment tracking, vehicle sensors, and security devices to provide an integrated end-to-end ITV capability and improved security for all DOD AA&E shipment moving by commercial motor carrier within the continental United States (CONUS). Evaluation of the equipment and services will assess, at a minimum, the utility of shipment tracking, vehicle sensors, and security devices when used with intermodal containers, full trailer loads, dromedary boxes (DROMs), truck load (TL), less than truck load (LTL) service, and flatbed trailer shipments. Evaluation of multiple DROM shipment tracking on the same truck is desirable. Capability must include shipment Location data- requiring a latitude/ longitude position report every 15 minutes. System mus t include a command feature that allows the operator to transmit location at any time, a Geo-fencing capability, and an automatic alert of any unauthorized opening of container or trailer doors. An alarm signal to sound when conveyance sensors activate, a nd a capability for driver to reset sensor after activation. Driver is able to indicate authorized entry and that entry is sent without alert/alarm status. Alert/alarm only unauthorized entry, a capability for driver to engage/disengage proximity device as required. Additionally, the driver should have the capability to perform a functional test to show that all components are working. In addition to the security tracking hardware, the evaluated system will include a satellite telephone for real-time vo ice communications between driver, carrier dispatcher, vendor personnel and MTMC and a means for a driver-induced panic alert should be an integral part of the satellite telephone communication system.
